我国幼儿园教师资格政策的内容分析

【摘要】:幼儿园教师资格政策是国家颁布的一项特定的职业准入政策,是教师教育体系的重要组成部分。颁布实施幼儿园教师资格政策是确保幼儿园教师职业专业化、规范化、科学化和法制化的重要措施。幼儿园教师资格政策自实施以来,对促进我国幼儿园教师专业化发展,提高教师整体素质及学前教育质量等方面起到了积极作用,在一定程度上提高了幼儿园教师的社会地位,使人们认识到幼儿园教师不再是“保姆”、“阿姨”,而是具有专业素养的专职人员。但是从幼儿园教师资格政策实施情况来看,依然存在许多问题,未能有效地发挥其对幼儿园教师的“把关”功能。在实施过程中遇到的这些问题,很大程度上是由于幼儿园教师资格政策自身内容上存在缺陷。因此,本研究试图从教育政策内容分析的角度,遵循一个完整的教育政策应具备全面系统性、科学性和创新性的分析标准,主要运用文献法和质的分析方法对我国幼儿园教师资格政策进行分析,探讨其价值、特点以及政策内容中存在哪些问题,旨在为目前我国幼儿园教师资格政策提出完善性建议。 本研究通过对我国幼儿园教师资格政策的历史进程的梳理和相关政策内容的分析发现,我国幼儿园教师资格政策在强化政府职能,体现行业规范,降低用人单位招聘风险,满足幼儿园教师利益需求等方面具有重要价值。虽然从整体上看,我国幼儿园教师资格政策的目标、对象和措施基本上完整,体现了全面系统性的特点。但是从科学性、创新性的角度来看,还存在一定问题:政策目标过于笼统,缺乏可操作性目标;实施主体权力过度集中,缺乏专门的监督机构;实施对象规范不全面,有失公平;政策措施规范不合理,缺乏创新性。对此,本研究在最后提出完善我国幼儿园教师资格政策的建议:如,实施主体多元化发展,明确规定建立专门的监督机构;完善实施对象,强调公平性;制定合理的政策措施;完善幼儿园教师资格政策的配套政策。
[Abstract]:Kindergarten teacher qualification policy is a special occupation access policy promulgated by our country, and it is an important part of teacher education system.The promulgation and implementation of kindergarten teacher qualification policy is an important measure to ensure the professional specialization, standardization, science and legalization of kindergarten teachers.Since the implementation of the kindergarten teacher qualification policy, it has played a positive role in promoting the professional development of kindergarten teachers in China, improving the overall quality of teachers and the quality of preschool education, and to a certain extent has improved the social status of kindergarten teachers.Make people realize that kindergarten teachers are no longer nannies and aunts, but professional professionals.However, from the implementation of kindergarten teacher qualification policy, there are still many problems, which can not effectively play its "gatekeeper" function to kindergarten teachers.In the process of implementation, these problems are largely due to the deficiencies in the content of kindergarten teacher qualification policy.Therefore, this study attempts to follow a complete educational policy from the perspective of content analysis of education policy, which should have a comprehensive, systematic, scientific and innovative analysis standard.This paper mainly uses the method of literature and qualitative analysis to analyze the qualification policy of kindergarten teachers in China, discusses its value, characteristics and problems in the content of the policy, in order to put forward some suggestions for the improvement of the qualification policy of kindergarten teachers in our country at present.Through the analysis of the historical process of the kindergarten teacher qualification policy and the analysis of the related policy content, this study finds that the kindergarten teacher qualification policy in our country is strengthening the government function, embodying the industry norm, and reducing the recruitment risk of the employing unit.It is of great value to meet the interests of kindergarten teachers.As a whole, the goal, object and measure of the qualification policy of kindergarten teachers in our country are basically complete and embody the characteristics of comprehensive and systematic.But from a scientific and innovative point of view, there are still some problems: the policy objectives are too general, the lack of operational objectives; the implementation of excessive concentration of power, lack of special supervision agencies; the implementation of the object standard is not comprehensive,It is unfair; the policy and measures are unreasonable and lack of innovation.In view of this, this study puts forward some suggestions to perfect the qualification policy of kindergarten teachers in China: for example, to implement the diversified development of the main body, to establish a special supervision body, to perfect the object of implementation, to emphasize fairness, to formulate reasonable policies and measures;Improve the policy supporting kindergarten teacher qualification policy.
