世界学前教育质量监管体系的发展特点与趋势分析及其对我国的启示

【摘要】:近年来许多国家都开始加强对学前教育质量的监控,如美国开展了"QRIS元评价项目"等质量评估与元评估研究;澳大利亚发布了以国家质量标准为核心的"学前教育国家质量框架"。国际学前教育质量监管体系的变革呈现了中央整合与地方分权管理结合、外部评价与内部评价结合、结果评价与过程评价结合等趋势。我国学前教育质量监管体制建设也应制定适宜的学前教育质量国家标准,关注过程性要素,通过评价工具的改进推动学前教育质量的全面提升。
[Abstract]:In recent years, many countries have begun to strengthen the quality of preschool education monitoring, such as the United States carried out "QRIS meta-evaluation project" and other quality assessment and meta-evaluation research; Australia has released the National quality Framework for Preschool Education, which centers on national quality standards. The reform of international preschool education quality supervision system shows the combination of central integration and decentralized management, external evaluation and internal evaluation, and combination of result evaluation and process evaluation. The construction of quality supervision system of preschool education in China should also establish appropriate national standards of preschool education quality, pay attention to the process elements, and promote the overall improvement of preschool education quality through the improvement of evaluation tools.
