美国奥巴马政府学前教育政策改革的特点及启示

【摘要】：基于金融危机下重振美国经济与国际竞争力,以及提升和储备高素质人才的需求,奥巴马政府确立了高质量普及学前教育这一重要教育改革目标。此次改革的特点体现为:以资金投入确保学前教育高度普及;以法律为保障改善保育质量;以强化联邦政府干预推动学前教育整体发展;以加强师资队伍建设保证学前教育质量提升;以加大弱势儿童群体资助力度保障教育的公平性。
[Abstract]:In view of the need to reinvigorate the U.S. economy and international competitiveness under the financial crisis, and to upgrade and reserve high-quality talents, the Obama administration has established the important educational reform goal of high-quality and universal preschool education. The characteristics of the reform are as follows: to ensure the high popularization of preschool education with funds, to improve the quality of care by law, to strengthen the intervention of the federal government to promote the overall development of pre-school education; In order to strengthen the construction of teachers to ensure the quality of preschool education, to increase the funding of disadvantaged children to ensure the fairness of education.
