中国台湾地区幼托整合政策的研究

【摘要】： 近几年来,幼托整合政策一直是台湾地区幼教领域的热点议题,台湾地区学者对幼托整合政策的相关研究也层出不穷,但大陆学者对台湾地区的幼托整合政策的研究却相对较少。这项政策的背景、制定过程以及政策本身的理念对大陆地区幼儿教育及幼教政策的发展有着一定的启示。本文采用的研究方法主要是文献分析法。本文就幼稚园与托儿所分离的发展历史、幼托整合政策的制定过程、政策主要内容及对政策的展望与启示四个部分叙述。第一章绪论包括研究背景、研究现状及名词界定等。第二章回顾了台湾地区幼稚园与托儿所分离的历史,梳理了两者各自的发展历程及分离的体制下存在的问题。第三章首先分析了幼托整合的成因,描述了台湾地区幼托整合政策的制定过程,经历了问题的提出、列入政策议题、寻求解决方案、形成具体政策四个阶段,幼托整合政策最终形成。其次,描述了政策的主要内容,内容包括幼托整合的理念、框架设计、管理辅导机制、人员培训与任用、幼儿园立案标准及服务人员与照顾对象比例等几个方面。第四章是对幼托整合政策的展望与思考,幼托整合政策也有欠完善之处,台湾地区社会各界对政策内容还存在争议与质疑。但幼托整合政策包含的理念与精神却是值得我们借鉴的,如明确主管机构的职责、多元的教保服务机构,教保合一,儿童平等的教育权等。本文最后总结了幼托整合政策的四个启示,分别是加强政府在教保服务体系中的职能、明确保育员的身份与地位、规范家庭教保服务的内容与标准、建立广泛参与的教保服务体系。
[Abstract]:In recent years, the policy of early childhood integration has been a hot topic in the field of preschool education in Taiwan. However, there are relatively few studies on the integration policy of young care in Taiwan by mainland scholars. The background of this policy, the process of formulation and the concept of the policy itself have certain enlightenment to the development of the policy of early childhood education and early childhood education in mainland China. The research method used in this paper is mainly literature analysis. This paper describes the history of the separation of kindergartens and nurseries, the process of making the integrated policy, the main contents of the policy, and the prospect and enlightenment of the policy. The first chapter is the introduction, including the research background, research status and noun definition. The second chapter reviews the history of the separation of kindergartens and nurseries in Taiwan. The third chapter first analyzes the causes of early childhood care integration, describes the process of making the policy of early childhood care integration in Taiwan, and goes through four stages: putting forward problems, including policy issues, seeking solutions, and forming specific policies. Child care integration policy finally formed. Secondly, it describes the main contents of the policy, including the concept of child care integration, framework design, management counseling mechanism, personnel training and appointment, kindergarten filing standards and the ratio of service personnel to care objects. The fourth chapter is about the prospect and thinking of the integration policy, and there are still some disputes and doubts about the content of the policy from all walks of life in Taiwan. However, the concept and spirit of the integration policy are worthy of our reference, such as clarifying the responsibilities of the competent agencies, pluralistic educational insurance services, integration of education and protection, and children's equal right to education, and so on. Finally, this paper summarizes the four enlightenments of the integration policy, which are to strengthen the functions of the government in the educational insurance service system, to clarify the status and status of the nurseries, and to standardize the contents and standards of the family education and insurance services. Establish a wide-participation ESS system.
