大连金州新区学前教育发展研究

【摘要】:“人生百年,立于幼学”。 20世纪50年代以来,世界许多发达国家和地区逐步认识到发展学前教育的重要性,它们把发展学前教育提到同发展初等教育、高等教育相同的地位,作为提高民族素质、增强综合国力的一项重要方面来抓,纷纷通过各种措施强化发展学前教育的政府职能,这些国家学前教育得到了持续快速发展。近年来,国内一些地区也尝试推进学前教育改革,寻求解决“入园难”、“入园贵”问题,使得这些地区学前教育得到了长足发展。与这些国家和地区相比,金州新区学前教育发展还相对缓慢,存在着一些不可忽视的问题。 本文立足于金州新区学前教育发展实际,结合公共管理学、公共经济学理论,以金州新区成立并全面实施“十二五”事业发展规划为大背景,运用了文献分析法、统计分析法、调查研究法、数学方法、对比分析法等研究方法,对金州新区学前教育发展现状、存在的一些热点难点问题进行了分析研究,并借鉴了国内外一些地区发展学前教育的经验和教训,阐述了对大连金州新区学前教育发展的启示,在此基础上提出了金州新区学前教育事业发展的对策,同时也为其他涉农地区发展学前教育提供借鉴意义。 本文认为金州新区有着良好的教育发展基础和雄厚的经济基础,金州新区学前教育发展过程中存在着发展不平衡、政府投入严重不足、幼儿教师整体素质偏低、园所管理不规范等问题,要解决这些问题可以从强化学前教育发展的政府职能、建立健全学前教育经费保障和管理机制、规范金州新区学前教育发展、建设一支高水准的幼儿教师队伍、探索民办学前教育发展新办法等方面入手,推动金州新区学前教育改革,进而促进金州新区学前教育持续健康快速发展。
[Abstract]:Since the 1950s, many developed countries and regions in the world have come to realize the importance of the development of pre-school education, which has been linked to the development of primary education, The equal status of higher education, as an important aspect of improving the national quality and enhancing the comprehensive national strength, has strengthened the government function of developing preschool education through various measures, and the preschool education in these countries has been developed continuously and rapidly. In recent years, some regions in China have tried to promote the reform of preschool education, seeking to solve the problem of "difficult to enter the kindergarten" and "expensive to enter the garden", which has made the preschool education in these areas develop rapidly. Compared with these countries and regions, the development of preschool education in Jinzhou New District is relatively slow, and there are some problems that can not be ignored. Based on the actual development of pre-school education in Jinzhou New District, combined with the theory of public management and public economics, this paper uses the literature analysis method and statistical analysis method to set up and implement the "12th Five-Year Plan" in Jinzhou New District. Investigation and research methods, mathematical methods, comparative analysis methods, etc., have analyzed and studied the present situation and some hot and difficult problems of preschool education in Jinzhou New District. Based on the experience and lessons of developing preschool education in some regions at home and abroad, this paper expounds the enlightenment to the development of preschool education in Jinzhou New District of Dalian, and puts forward the countermeasures for the development of preschool education in Jinzhou New District on this basis. At the same time, it also provides reference for the development of preschool education in other agricultural areas. This paper holds that Jinzhou New District has a good foundation of educational development and a strong economic foundation. There is an imbalance in the development of preschool education in Jinzhou New District, a serious shortage of government investment, and a low overall quality of preschool teachers. If we want to solve these problems, we can strengthen the government function of preschool education development, establish and perfect the fund guarantee and management mechanism of preschool education, and standardize the development of preschool education in Jinzhou New District. In order to promote the reform of preschool education in Jinzhou New District and promote the sustained and healthy development of preschool education in Jinzhou New District, we should build a team of high standard preschool teachers and explore new methods for the development of private preschool education.
