美国开端计划的学前教育公平政策价值分析与借鉴

【摘要】:美国开端计划是在反贫困和促进贫困儿童发展的学前教育公平政策价值选择下,以追求教育公平为目的的战略决策。注重以国家立法的方式推动和落实是美国开端计划成功的重要保障。在美国开端计划中,国家是学前教育政策与发展的主体,国家教育行政对学前教育政策的制定、学前教育经费的预算分配和使用、学前教育立法和执法等都具有决定性的意义。借鉴美国开端计划的经验,对我国学前教育公平政策的制定与价值构建具有法治性与主体性的现实意义。
[Abstract]:The American beginning Plan is a strategic decision to pursue educational equity under the value choice of pre-school education equity policy of anti-poverty and promoting the development of poor children. Emphasis on the promotion and implementation of national legislation is an important guarantee for the success of the American initiative. In the beginning plan of the United States, the state is the main body of pre-school education policy and development. National education administration is of decisive significance to the formulation of pre-school education policy, the budget allocation and use of pre-school education funds, the legislation and law enforcement of preschool education, etc. Drawing lessons from the experience of American beginnings plan, it has the realistic significance of rule of law and subjectivity for the formulation and value construction of the equity policy of preschool education in our country.
