国际比较视阈下我国幼儿园生均财政拨款基准估算与实施策略

【摘要】:近年来,我国幼儿园生均财政拨款的额度以及用来衡量幼儿园生均拨款状况的多项指标均增长明显。但是整体而言和国际平均水平以及世界主要国家相比差距仍较大。通过国际比较分析,按照当前我国经济发展水平,幼儿园生均拨款与人均GDP比,与教育生均拨款比等多项指标综合估算,我国幼儿园生均财政拨款应该达5677.85-7275.80元的区间。然而,当前我国幼儿园生均拨款标准仅达到这一区间最低标准约40%。根据国际经验,当前我国应合理科学地确定幼儿园生均财政拨款基准,根据政府的财政能力等制定增长计划,新增教育经费向学前教育倾斜,各级政府共同承担投入责任,从而推动我国幼儿园生均财政拨款政策的有效实施。
[Abstract]:In recent years, the amount of financial allocation per kindergarten students and a number of indicators used to measure the allocation of kindergarten students have increased significantly. However, overall and the international average level and the world's major countries compared with the gap is still large. Through international comparative analysis, according to the current level of economic development in China, the ratio of average allocation of kindergarten students to per capita GDP, and the ratio of allocation to average allocation of education students, etc., are comprehensively estimated. The average financial allocation for kindergarten students in China should be 5677.85-7275.80 yuan. However, at present, the average allocation standard of kindergarten students in our country only reaches the minimum standard of this range about 40%. According to the international experience, at present, our country should reasonably and scientifically determine the standard of financial allocation for kindergarten students, draw up the growth plan according to the government's financial ability, etc., the new educational funds should be inclined to preschool education, and the governments at all levels should jointly bear the responsibility of input. So as to promote the effective implementation of the financial allocation policy of kindergarten students.
