多元需求条件下办人民满意的学前教育政策旨趣

【摘要】:保障学龄儿童接受基本而有质量的学前教育是当前我国学前教育的基本国策。作为最大的学前学龄儿童需求国,我国地域条件、经济社会、群体特征的复杂性决定了学前教育需求的复杂性,因此,如何设计一套满足不同需求对象的学前教育政策十分关键。总体来看,我国学前教育政策的底线是构筑可获得、付得起、有质量的保障体系,同时,要多样化地满足焦点性、兴奋性、过程性需求,合理引导潜在性、发展性需求,其核心价值追求是以"人民满意"为宗旨。
[Abstract]:It is the basic national policy of preschool education in our country to guarantee the children of school age to accept the basic and high quality preschool education. As the largest demand country for preschool children, the complexity of our country's regional conditions, economic, social and group characteristics determines the complexity of preschool education demand. How to design a set of preschool education policy to meet different needs is very important. In general, the bottom line of China's pre-school education policy is to build a guarantee system that is accessible, affordable, and of quality. At the same time, it is necessary to meet the needs of focus, excitement, process, reasonable guidance, potential and development in a variety of ways. Its core value pursuit is to "people's satisfaction" as the purpose.
