呼和浩特市民办幼儿园的现状分析与可持续发展对策研究

【摘要】: 改革开放以来,随着社会经济和教育的发展,依靠社会力量兴办幼儿园,已显现出迅猛发展的势头。在内蒙古自治区首府呼和浩特市,民办幼儿园正逐步成为全市幼儿教育事业的重要组成部份,其发展已取得一定成就,并发挥着很大的作用。但由于在民办幼儿园发展过程中的外部环境和内部管理方面存在着诸多问题,致使呼和浩特市民办幼儿园的发展现状喜中有忧,发人深思。本文旨在通过对呼和浩特市民办幼儿园调查结果的分析,总结经验,以可持续发展理念为指导,探求呼和浩特市民办幼儿园可持续发展的对策,从而抛砖引玉,引起大家对民办幼儿教育的关注,进一步促进呼和浩特市民办幼儿园的健康发展。 本文的研究方法以定性研究为主,兼用定量研究。研究技术主要是问卷调查,辅以访谈并以相关文件法规为参照。 全文共分四个部分,内容概括如下: 第一部分是引言,包括问题的提出、研究的目的意义及研究方法和过程。在对民办幼儿园概念界定的基础上,简要说明选题的原因以及本研究对构建民办幼儿教育的理论体系的理论和实践意义,为决策部门提供可操作性依据。 第二部分通过对国内外民办幼儿园发展现状及其管理策略的考察,了解国外民办幼儿园的管理策略和我国民办幼儿园的发展现状,从而为下面呼和浩特市民办园的现状分析及对策研究提供背景材料。 第三部分对呼和浩特市民办幼儿园的现状进行了分析。通过对呼和浩特市民办幼儿园基本情况的调查,在对民办园所发挥的作用及取得的成就给予肯定的同时,指出政府部门在对民办园的地位认识、管理、政策资金扶持等宏观方面存在的问题及民办园内部的管理体制、师资水平、保教质量等微观方面存在的诸多问题。 第四部分针对呼和浩特市民办幼儿园存在的问题,站在可持续发展的角度,从优化办园外部环境,完善宏观管理体制和强化内部管理,提高办园质量水平入手,提出既要转变观念,加强立法,完善宏观管理体制,做好对民办园的督导评估工作;又要建立健全内部管理体制,加强师资队伍建设,努力提高保教质量等可持续发展的对策。
[Abstract]:Since the reform and opening up, with the development of social economy and education, the kindergarten has developed rapidly. In Hohhot, the capital of Inner Mongolia Autonomous region, private kindergartens are gradually becoming an important part of preschool education in the whole city. Its development has made some achievements and played a great role. However, there are many problems in the external environment and internal management in the development process of private kindergartens, which makes the development of private kindergartens in Hohhot City happy and worrying. The purpose of this paper is to analyze the investigation results of the private kindergartens in Hohhot, sum up the experience and seek the countermeasures of the sustainable development of the private kindergartens in Hohhot under the guidance of the concept of sustainable development. Draw attention to private preschool education and further promote the healthy development of private kindergartens in Hohhot. The research methods in this paper are qualitative research and quantitative research. The research technique is mainly questionnaire survey, supplemented by interview and reference to relevant documents and regulations. The thesis is divided into four parts: the first part is the introduction, including the questions raised, the purpose and significance of the research and the research methods and processes. On the basis of defining the concept of private kindergarten, this paper briefly explains the reason of selecting the topic and the theoretical and practical significance of this study for the construction of the theoretical system of private preschool education, and provides the operational basis for the decision-making department. The second part through the domestic and foreign private kindergarten development situation and management strategy inspection, understands the foreign private kindergarten management strategy and our country private kindergarten development present situation. So as to provide background materials for the following Hohhot private garden analysis and countermeasures. The third part analyzes the present situation of private kindergartens in Hohhot. Through the investigation of the basic situation of the private kindergartens in Hohhot, this paper, while affirming the role and achievements of the private kindergartens, points out that the government departments are recognizing and managing the status of the private kindergartens. There are many problems in macro aspects such as policy fund support, management system, teachers' level, quality of education and so on. The fourth part aims at the problems existing in the private kindergartens in Hohhot, from the perspective of sustainable development, from the point of view of optimizing the external environment, perfecting the macro management system and strengthening the internal management, improving the quality of the garden. It is necessary to change the concept, strengthen the legislation, perfect the macro management system, and do a good job in the supervision and evaluation of the private garden. It is also necessary to establish and improve the internal management system, strengthen the construction of the teaching staff, and strive to improve the quality of education and other sustainable development countermeasures.
