建立全国性学前教育质量监测体系的意义与思路

【摘要】：无论是从对儿童当前和长期的学习与发展的重要影响来看,还是从教育公平的理念出发,给所有的孩子提供优质的学前教育已经或正在成为许多国家政府的共识和使命。作为学前教育质量保障的全国性学前教育质量监测体系的建立应尽早进入我国教育行政部门的议事日程。这一监测体系的建立还有助于规范教师的教育行为,引领正确的社会舆论,为更好地制订和实施学前教育政策提供重要依据,满足公民对学前教育质量的知情权。为此,需要制订学前教育质量监测的目标体系,研发测量工具,建立评价体系与报告体系,并对监测结果实施问责与干预。
[Abstract]:In view of the important influence on children's current and long-term learning and development, or from the concept of educational equity, the provision of quality pre-school education for all children has become or is becoming the consensus and mission of many governments. As the guarantee of pre-school education quality, the establishment of national pre-school education quality monitoring system should be put on the agenda of education administration department of our country as soon as possible. The establishment of this monitoring system can also help to standardize teachers' educational behavior, lead correct public opinion, provide important basis for better formulation and implementation of preschool education policies, and satisfy citizens' right to know about the quality of preschool education. Therefore, it is necessary to establish the target system of quality monitoring of pre-school education, develop measurement tools, establish evaluation system and reporting system, and carry out accountability and intervention on monitoring results.
