学前教育的公平理念及其实现路径——基于学前教育法的思考

【摘要】:近年来学前教育领域中出现的"入园难"、"入园贵"现象严重违背了学前教育的公平理念。对近期公布的生均教育经费、生师比、毛入园率等数据进行分析可以发现,我国学前教育发展仍不均衡,要实现学前教育的公平必须在制定学前教育法的过程中坚持公平理念。学前教育法的立法模式选择、基本价值取向、经费供给制度、弱势群体保障措施等基本问题的解决正是实现学前教育公平理念的具体路径。
[Abstract]:In recent years, the phenomenon of "difficult entry" and "expensive entry" in the field of pre-school education has seriously violated the concept of fairness in preschool education. It is found that the development of pre-school education in China is still uneven. In order to realize the fairness of pre-school education, we must adhere to the concept of equity in the process of formulating the law of preschool education in the process of formulating the law of preschool education through the analysis of the data on average education expenditure, teacher-to-student ratio and gross admission rate recently published. The solution to the basic problems such as the choice of legislative mode, the basic value orientation, the fund supply system and the safeguard measures of the disadvantaged groups is the concrete way to realize the idea of pre-school education equity.
