【摘要】:长期以来,中等职业学校普遍未给予后勤队伍建设工作应有的重视,缺少后勤员工队伍发展规划,缺少对后勤员工队伍的培养、培训。中等职业学校对于使用的临时工,用工方式多种多样,用工过程中的不规范、不合法现象很普遍,用工随意性大,用工风险也大。《劳动合同法》、《社会保险法》的相继颁布施行,事业单位人事制度改革的缓慢推进,中等职业学校学生个性化服务需求的日益增长,使中等职业学校后勤用工面临着新形势新问题,用工制度改革面临新的挑战。问题如果不能得到正确、有效的解决,将直接影响中等职业学校后勤社会化改革的进程与成效,影响到中等职业学校后勤的稳定与发展,是事关中等职业学校和谐、稳定、发展的重要因素。 当前,中等职业学校后勤用工中存在的主要问题,一是用人制度不健全,劳动关系不平等;二是薪酬福利制度不完善,,同工不同酬的问题严重;三是人力资源开发不足,人员结构不合理。 深入分析问题产生的原因,有法律规定及执法的局限性、国家对事业单位后勤用工方面的政策缺乏等法律、政策方面的原因,有中等职业学校方面的原因;同时,临时工本身也存在原因,主要表现在缺乏危机意识和竞争意识,社会保险、劳动法律知识欠缺。深化中等职业学校后勤用工制度改革,要坚持政府主导、社会效益优先、以人为本的原则,有选择的实施服务外包,引入社会优质企业提升后勤服务;有选择的采取劳务派遣用工方式,依法实现规范用工;有选择的采取非全日制用工方式,合理降低用工成本;在关键岗位实行“准事业编制”,破解中等职业学校后勤高技能人才队伍建设瓶颈。同时,应健全中等职业学校后勤队伍建设机制,建立健全科学公正的绩效评价体系,激发人才潜能;加强协调合作力度,优化学校后勤用工监管模式。

The "Social Insurance Law" has been promulgated and implemented one after another, the personnel system reform of public institutions is advancing slowly, and the demand for individualized service of secondary vocational school students is increasing day by day. So that the secondary vocational school logistics labor is faced with new situation and new problems, the employment system reform faces new challenges. If the problem can not be correctly, effective solution. It will directly affect the process and effect of the socialization reform of the secondary vocational school logistics, and affect the stability and development of the secondary vocational school logistics. It is an important factor related to the harmony, stability and development of the secondary vocational school. At present, the main problems existing in the logistics employment in secondary vocational schools are as follows: first, the employment system is not perfect, and the labor relations are not equal; Second, the compensation and welfare system is not perfect, and the problem of different pay for equal work is serious; Third, the human resources development is insufficient, the personnel structure is unreasonable. Deep analysis of the causes of the problem, there are legal provisions and limitations of law enforcement, the lack of government policy on the logistics of institutions, such as the lack of laws, policy reasons, there are secondary vocational school reasons; At the same time, temporary workers themselves also exist reasons, mainly in the lack of crisis awareness and competition awareness, social security, lack of knowledge of labor law. Deepening the reform of secondary vocational school logistics employment system, we should adhere to government-led. Social benefit priority, people-oriented principle, selective implementation of service outsourcing, introduction of high-quality social enterprises to enhance logistics services; Selectively adopting the method of labor dispatch and standardizing employment according to law; Adopt the part-time employment mode selectively and reduce the labor cost reasonably; At the same time, we should perfect the construction mechanism of secondary vocational school logistics team. Establish a scientific and fair performance evaluation system to stimulate the potential of talent; Strengthen coordination and cooperation, optimize the school logistics labor supervision model.
