东西部职业教育跨区域合作办学研究

【摘要】:“三农”问题一直以来不断影响着我国经济发展和现代化建设的进程,党和国家对此高度重视,发展农村职业教育是解决“三农”问题较为关键的因素。随着新农村建设的推进、农村经济结构的调整及城镇化进程的加快,,2011年教育部等九部委发布《关于加快发展面向农村的职业教育的意见》,使发展面向农村的职业教育的政策导向逐渐清晰,不同区域职业教育的合作办学,是推动城乡职业教育协调发展、解决农村职业教育发展困境的有效途径。通过对东西部职业教育跨区域合作办学的研究,可以为面向农村的职业教育发展提供科学的指导,创新职业教育发展模式。 本文运用文献法、调查研究法、个案分析法等多种研究方法,对发展东西部职业教育跨区域合作办学过程中的相关问题进行深入分析,以期促进职业教育的协调发展。文章首先对跨区域合作办学的概念、类型、原则等进行阐述,系统的分析了跨区域合作办学的政策、经济及资源基础。其次,总结了江山中等专业学校和宿豫中等专业学校的合作办学经验,并对天津部分参与合作办学的学校实施问卷调查,发现合作办学中存在影响力不够广泛、对合作办学认识有偏差、经费支持存在困难、专业衔接不流畅、学生对环境适应性差等问题,提出完善推进政策保障、提升学生异地学习的适应性、改善跨区域合作办学的管理机制、调整合作办学内容与形式、注重资源的优化配置及教师的培养、健全跨区域就业机制六方面的发展建议。
[Abstract]:The issue of "agriculture, countryside and farmers" has been continuously affecting the process of economic development and modernization in China, and the Party and the country attach great importance to it. The development of rural vocational education is a key factor to solve the problem of "agriculture, countryside and farmers". With the development of new rural construction, the adjustment of rural economic structure and the acceleration of urbanization process. In 2011, the Ministry of Education and other nine ministries issued "opinions on speeding up the Development of Rural Vocational Education", which made the policy direction of developing rural vocational education clear gradually. The cooperative running of vocational education in different regions is an effective way to promote the coordinated development of vocational education in urban and rural areas and to solve the plight of vocational education in rural areas. It can provide scientific guidance for the development of vocational education in rural areas and innovate the development mode of vocational education. In this paper, the literature method, investigation method, case analysis and other research methods, the development of vocational education across the East and West regional cooperation in the process of running a school in-depth analysis of the relevant issues. In order to promote the coordinated development of vocational education. Firstly, this paper expounds the concept, types and principles of cross-regional cooperation in running schools, and systematically analyzes the policy, economy and resource basis of cross-regional cooperation in running schools. This paper summarizes the experiences of Jiangshan Secondary Professional School and Suyu Secondary Vocational School, and carries out a questionnaire survey on some of the cooperative schools in Tianjin. It is found that there is not enough influence in the cooperative running of schools. There are some problems such as misunderstandings of cooperative running schools, difficulties in funding support, unsmooth professional convergence, poor adaptability of students to the environment, and so on, so as to improve the policy guarantee and enhance the adaptability of students' study in different places. To improve the management mechanism of cross-regional cooperation in running schools, adjust the contents and forms of cooperation in running schools, pay attention to the optimal allocation of resources and the training of teachers, and improve the development proposals of six aspects of cross-regional employment mechanism.
