【摘要】：以培养生产、建设、管理、服务第一线的高素质技能型专门人才为根本任务的高等职业教育，在我国建设人力资源强国和高等教育强国的伟大进程中肩负着重要使命和不可替代的作用。尽管我国高等职业教育近年来取得了较大的发展，但与发达国家相比仍然是一个新生的力量，特别是作为支撑高等职业教育快速发展的重要条件之一的教师队伍建设尚处在起步阶段，优化结构、强化实践、提升质量仍将是高等职业院校今后面临的主要问题。服务地方经济建设是高职院校存在和发展的基本功能之一，本文根据乌海市工业化发展建设的现状和趋势，以文献法和对比分析法作为研究方法，以乌海职业技术学院教师队伍为研究对象，立足乌海职业技术学院教师队伍现状，运用管理学理论知识，通过分析该校教师队伍现状及存在的问题，，结合该校“十二五”时期教师队伍建设的指导思想、规划目标等理论问题，从夯实制度基础，完善激励机制，激发教师积极工作的自动力；引进与培养相结合,改善师资结构,提升整体素质；加强校企合作，推动“双师型”教师队伍建设；积极拓宽渠道，促进兼职教师队伍建设；争取乌海市政府扶持，出台政策促进教师队伍建设五方面提出今后该校教师队伍建设与发展的对策。这些对策可以为乌海市政府统筹规划本市职业技术教育师资培养和培训工作提供参考，引导市政府出台支持、倾斜政策，使乌海市能够较快地建立起一支数量足够、结构合理、业务精湛、充满活力的高等职业教育教师队伍，以促进乌海市高等职业教育水平的显著提高，满足乌海市及周边地区行业企业对高素质技能型人才的迫切需求，从而加快乌海区域经济全面协调可持续的发展。由于本文是根据乌海市工业化发展建设的现状和趋势，结合当地高等职业技术学院人才培养目标和方向，为进一步增强地方高等职业技术院校为乌海市经济建设服务的功能的基础上进行研究的，因此在对策的研究上更贴近乌海市的工业发展需求，更符合乌海职业技术学院教师队伍建设的发展趋势，具有理论性和实践性，对乌海市中等、初等职业教育教师队伍的建设和发展都能够起到借鉴作用。
[Abstract]:To develop production, construction, management, the higher occupation education of high-quality skilled talents serving as the basic task, shouldering the important mission and irreplaceable role in the great process of constructing human resources in our country and higher education. Although the higher occupation education in our country in recent years has made great development however, compared with developed countries is still a new force, especially as the construction of teachers' team is one of the important conditions to support the rapid development of higher occupation education is still at the initial stage, optimize the structure, strengthen the practice, improve the quality of higher occupation colleges will still be the main problem facing in the future.
Local economic construction is one of the basic functions of the existence and development of higher vocational colleges, according to the present situation and trend of Wuhai City Industrial Development and construction, research methods of literature and comparative analysis as to the teachers of Wuhai Vocational and Technical College as the research object, based on the current situation of teaching staff in Wuhai Vocational and Technical College, the use of management theory knowledge, through the analysis of the status of the teachers the school and the existing problems, combined with the guiding ideology of the school teachers troop construction in 12th Five-Year period, planning target theory, from the solid foundation of the system, improve the incentive mechanism, the automatic inspire teachers to actively work; combined with the introduction and training, improve the structure of teachers, improve the overall quality; strengthen cooperation, promote the construction of "double type teachers; broaden the channels, promote the construction of part-time teachers; for the Wuhai municipal government Support, the introduction of policies to promote the construction of teachers five aspects of the future of the school teachers to build and develop countermeasures.
These countermeasures can occupation technology education teachers in the city and training to provide reference for the Wuhai municipal government planning, the municipal government issued guidance support, preferential policies, so that Wuhai city can quickly establish a sufficient quantity, reasonable structure, business skills, higher occupation education teachers full of vitality, to promote improved significantly the level of higher occupation education in Wuhai City, meet the industry enterprises in Wuhai city and surrounding areas in urgent need of high-quality talents, thus speeding up the sustainable development of regional economy in Wuhai.
Because this is based on the status quo and trend of Wuhai City Industrial Development and construction, combined with the training goal and direction of local higher Career Technical College talent, in order to further enhance the local higher occupation technical college foundation for the economic construction of Wuhai city service function of the study, so the countermeasure research closer to the Wuhai city's industrial development needs, more in line with the development trend of the construction of teaching staff in Wuhai Vocational and Technical College, has the theory and practice of Wuhai City, medium, construction and development of elementary education teachers occupation can play a reference role.
