中等职业学校专业设置评价指标体系研究

【摘要】：专业是连接教育与社会、学校与企业的桥梁和纽带，是学校培养人才的载体，专业设置是否科学合理，直接影响学校的人才培养、社会服务及其自身的发展，要求加强专业设置的评价和预测。计划经济体制下，中等专业学校按照中央各业务部门集中统一计划设置专业，技工学校按照国家批准的技工培养计划设置专业。市场经济体制下，中职学校可以自行设置专业，专业设置的自主权扩大，专业设置合理与否直接影响学校的生存发展，客观上对专业设置评价提出了必要性。我国中等职业学校专业设置评价在发展过程中体现出评价机制从封闭性到开放性，评价功能从单一性到综合性，评价主体从一元化到多元化，评价标准从非结构化到结构化的特点。本研究采用了文献研究法、调查法和因素分析法等研究方法，从专业、专业设置、专业设置评价等基本概念出发，在厘清专业与职业、工种、岗位的关系的基础上，从社会需求、资源条件和规范准则三个角度出发深入分析了中职学校专业设置的影响因素及其之间的关系。最终以专业设置影响因素分析为依据，选取相应的指标，构建了《中等职业学校专业设置评价指标体系》。该体系共包含三级指标，从社会需求、办学条件、专业区位、规范标准四个角度出发，通过逐层细化的方式，，最终分离出32个指标进行专业设置评价。评价指标体系的构建遵循可靠性与前瞻性相结合的原则、系统性与独立性相结合的原则、科学性与可操作性相结合的原则、定量评价与定性评价相结合的原则，站在“以评促改，以评促建”的角度，通过收集、分析专业设置相关信息，对专业设置的合理性进行价值判断，为新专业的开设和原有专业的调整提供参考和反馈信息。
[Abstract]:Specialty is the bridge and link between education and society, school and enterprise, and is the carrier of training talents. Whether the specialty is scientific or not directly affects the training of talents, social service and its own development. Requirements to strengthen the evaluation and prediction of professional settings. Under the planned economy system, the secondary specialized schools set up specialties in accordance with the centralized and unified plan of the central business departments, and the technical schools set up specialties in accordance with the training plan for skilled workers approved by the state, and under the market economy system. Secondary vocational schools can set up their own specialties, the autonomy of professional settings is expanded, whether the professional settings are reasonable or not has a direct impact on the survival and development of the school. Objectively put forward the necessity of professional establishment evaluation. In the process of development of secondary vocational schools, the evaluation mechanism is from closed to open, evaluation function from single to comprehensive. The main body of evaluation is from monism to diversification, and the evaluation standard is from unstructured to structured. This study uses literature research method, investigation method and factor analysis method, from the professional, professional setting, professional setting evaluation and other basic concepts, in order to clarify the professional and professional, job types. The post relationship is based on social needs. Resource conditions and normative criteria from the perspective of in-depth analysis of secondary vocational school professional settings and the relationship between them. Finally, based on the analysis of professional setting factors, select the corresponding indicators. This system consists of three levels of indicators, from the social needs, school conditions, professional location, standardized standards four angles, through the way of layer by layer refinement. Finally, 32 indicators were separated for professional evaluation. The construction of evaluation index system followed the principle of combining reliability and foresight, and the principle of systematization and independence. The principle of the combination of science and maneuverability, the principle of the combination of quantitative evaluation and qualitative evaluation, stands at the angle of "promoting reform by evaluation and promoting construction by evaluation", and through collecting, analyzing the relevant information of setting up specialty. The rationality of specialty setting is judged in order to provide reference and feedback for the establishment of new major and the adjustment of original specialty.
