山西省产业转型升级与职业技术教育结构的关系

【摘要】:近年来,山西省作为典型的资源型经济地区,“一煤独大”产业格局长期存在,经济结构性矛盾突出,面临着破解“资源型经济困局”的重大课题。2016年,山西省在“十三五”规划中将产业转型升级列为主要战略任务之一。推进产业结构优化升级,急需高素质人才队伍作支撑。而合理的职业技术教育结构能够为经济持续增长提供有效的人才供给。因此,研究产业转型升级与职业技术教育结构的关系,对于优化山西职业技术教育,促进山西产业结构调整具有重要意义。本文基于山西产业转型升级和职业技术教育的发展现状,以产业生命周期理论、产业结构演进理论、人力资本理论和内生经济增长理论作为理论基础,采用时间序列分析方法对山西产业转型升级和职业技术教育结构之间的关系做了实证分析,剖析职业技术教育结构存在的问题,为优化山西职业技术教育结构提供对策和建议。主要结论如下:1、山西省产业结构的特点是:在产值结构方面,第三产业所占比重最大,第二产业次之,第一产业比重最小。产值结构已由“二三一”转换为“三二一”;在就业结构方面,第一产业劳动力向第三产业转移不断加快,第三产业吸纳就业的能力显著增强;在资源配置结构方面,资本要素主要向第一、第三产业倾斜。2、山西省职业技术教育的发展现状是:中等职业教育规模不断缩小,高等职业教育发展缓慢;第三产业相关专业开设比例最大、第一产业最小、第二产业介于两者之间;具有初、中级职称的专任教师比重较大,具有高级职称的专任教师比重偏小。3、通过实证研究可以看出,中等职业教育比重、中等职业教育师资结构指标、中等职业教育专业结构指标对产业转型升级指标有一定正向的影响作用。短期中,中等职业教育比重、中等职业教育师资结构指标、中等职业教育专业结构指标对产业转型升级指标的影响也是正向的,但是随着时间的推移,这种影响会缓慢的衰落,而且这种影响是不稳定的。产业转型升级与职业教育之间存在着一定的因果关系,但是这种关系是单向的。4、在产业转型升级背景下,山西职业技术教育结构存在层次结构与劳动力需求结构不匹配、专业结构与产业结构不匹配、师资结构不合理等问题。为适应产业转型升级需要,应重视和提高职业技术教育的地位,通过合理配置职业技术教育层次结构、不断提升专业结构合理性、完善优化师资结构等措施,不断优化职业技术教育结构。
[Abstract]:In recent years, Shanxi Province as a typical resource-based economic region, "one coal alone" industrial pattern has long existed, economic structural contradictions are prominent. In 2016, Shanxi Province listed industrial transformation and upgrading as one of the main strategic tasks in "the 13th Five-Year Plan" to promote the optimization and upgrading of industrial structure. Therefore, the relationship between industrial transformation and upgrading and vocational and technical education structure is studied. It is of great significance to optimize the vocational and technical education and promote the adjustment of Shanxi's industrial structure. Based on the status quo of Shanxi's industrial transformation and upgrading and vocational and technical education, this paper uses the theory of industrial life cycle. Industrial structure evolution theory, human capital theory and endogenous economic growth theory as the theoretical basis. Using the method of time series analysis, this paper makes an empirical analysis on the relationship between the industrial transformation and upgrading and the structure of vocational and technical education in Shanxi Province, and analyzes the problems existing in the structure of vocational and technical education. In order to optimize the structure of vocational and technical education in Shanxi Province, the main conclusions are as follows: 1. The characteristics of the industrial structure of Shanxi Province are as follows: in terms of the structure of output value, the tertiary industry occupies the largest proportion, followed by the secondary industry. The proportion of primary industry is the smallest. The structure of output value has been changed from "231" to "321". In terms of employment structure, the transfer of labor force from the primary industry to the tertiary industry has been accelerated, and the ability of the tertiary industry to absorb employment has been significantly enhanced. In the aspect of resource allocation structure, capital elements are mainly inclined to the first, tertiary industry. The development of vocational and technical education in Shanxi Province is as follows: the scale of secondary vocational education is shrinking and the development of higher vocational education is slow; The proportion of related specialties in the tertiary industry is the largest, the primary industry is the smallest, and the secondary industry is between the two. The proportion of full-time teachers with intermediate titles is large, the proportion of full-time teachers with senior titles is small. Through empirical research, we can see that the proportion of secondary vocational education, secondary vocational education teachers structure index. The structural index of secondary vocational education has a positive effect on the index of industrial transformation and upgrading. In the short term, the proportion of secondary vocational education, the structure of secondary vocational education teachers index. Secondary vocational education professional structure indicators on the industrial transformation and upgrading indicators are also positive, but with the passage of time, this impact will slowly decline. And the impact is unstable. There is a causal relationship between industrial transformation and upgrading and vocational education, but this relationship is one-way. 4, in the context of industrial transformation and upgrading. There are some problems in the structure of vocational and technical education in Shanxi, such as the mismatch between the hierarchy structure and the structure of labor demand, the mismatch between the professional structure and the industrial structure, the unreasonable structure of teachers and so on, in order to meet the needs of industrial transformation and upgrading. We should attach importance to and improve the status of vocational and technical education, and constantly optimize the structure of vocational and technical education through the rational allocation of the hierarchical structure of vocational and technical education, the continuous improvement of the rationality of the professional structure and the perfection of the structure of teachers.
