【摘要】:作为以营利为目的经济组织,企业是否参与职业教育办学主要取决于随之带来的净收益。基于对浙江省、上海市161家企业的结构式访谈和内部收益率分析发现,企业参与职业教育办学的成本和收益主要为人力成本和人力收益;企业参与职业教育办学总体处于盈利状态,但在接收学生顶岗实习前,企业处于亏损状态;企业参与职业教育办学的成本收益之间有着巨大的差异性,有近一半的企业处于亏损状态。在影响因素中,部分企业基本特征和办学特征对成本、收益、净收益或内部收益率的影响比较显著,而企业人力资源特征的影响较小。政府作为职业教育办学的利益主体之一,应采取措施增强企业参与职业教育办学的积极性,推进校企合作规范化和制度化。可将成本收益作为核心指标,建立职业院校选择企业的筛选机制,对短期内亏损且长期收益不高的企业进行针对性补助,基于不同职业岗位的技能形成周期灵活设置学生顶岗实习时间。
[Abstract]:As a profit-oriented economic organization, the participation of enterprises in vocational education mainly depends on the resulting net income. The structural interview and internal rate of return analysis of 161 enterprises in Shanghai show that the cost and benefit of participating in vocational education are mainly manpower cost and manpower benefit. Enterprises participate in vocational education in general in the state of profit, but before accepting students to practice, the enterprise is in a state of loss; There is a huge difference between the cost and income of enterprises participating in vocational education. Nearly half of the enterprises are in a state of loss. Among the factors affecting the cost and income, some of the basic characteristics of the enterprise and the characteristics of running a school are related to the cost and income. The influence of net income or internal rate of return is more significant, while the influence of enterprise human resource characteristics is relatively small. The government is one of the main interests of vocational education. Measures should be taken to strengthen the enthusiasm of enterprises to participate in vocational education, to promote the standardization and institutionalization of school-enterprise cooperation, to take cost and income as the core index, and to establish a screening mechanism for selecting enterprises in vocational colleges and universities. The enterprises with short-term losses and low long-term income are given targeted subsidies, and students' internship time is flexibly set up based on the skill forming cycle of different occupation positions.
