京津冀协同发展背景下河北省职业教育集团化办学发展对策研究

【摘要】：在京津冀协同发展的新形势下,职业教育集团化办学是服务京津冀区域经济社会发展的一条有效路径,而且对促进河北省职业教育规模化、集约化、连锁化发展,提高技能型人才素质有着重要意义。河北省作为职教大省,如何在转变经济发展方式、调整产业格局时期抓住机遇走出一条新路,使全省职业教育由量的积累向质的转变飞跃,关键在于如何更好的进行职业教育集团化办学。本文以河北省职业教育集团化办学为研究对象,采用文献研究法、访谈法,对河北省职业教育集团化办学的发展历程与现状、目前所面临的机遇与挑战进行了具体分析,首先京津冀区域的协同发展为河北省职业教育集团在三地进行合作交流方面提供了重大的机遇。如成立了京津冀跨区域职教集团(联盟);京津冀教育行政主管部门的协同合作、京津冀院校间的协同合作加强,促进了京津冀职业教育的协同发展。当然同时也面临着河北省职业教育集团化办学人才培养模式改革有待进一步深化;适应产业转型升级的专业布局还有待进一步优化;专兼结合的教学团队建设有待进一步加强等这些巨大的挑战。最后针对这些挑战,提出促进河北省职业教育集团化办学发展的对策建议,如打破行政壁垒,实现京津冀教育资源共享;深化校企合作,改革人才培养模式;优化专业结构,对接京津冀新兴产业;搭建数字化平台,推进京津冀教育交流信息化等。
[Abstract]:In the new situation of coordinated development of Beijing-Tianjin-Hebei, vocational education collectivization is an effective way to serve the economic and social development of Beijing-Tianjin-Hebei region, and it also promotes the scale and intensification of vocational education in Hebei Province. As a major province of vocational education, Hebei Province, how to change the mode of economic development and adjust the industrial pattern, seize the opportunity to find a new way. The key to the transformation of vocational education from quantity accumulation to quality is how to run a school in a better way. This paper takes Hebei province vocational education collectivization as the research object and adopts the method of literature research. Interview method, the development of vocational education in Hebei Province and the status quo, opportunities and challenges faced by the specific analysis. Firstly, the coordinated development of the Beijing-Tianjin-Hebei region provides a great opportunity for Hebei Vocational Education Group to carry out cooperation and exchange among the three places, such as the establishment of the Beijing-Tianjin-Hebei Interregional Vocational Education Group. The cooperation between the administrative departments of Beijing-Tianjin-Hebei education and the colleges and universities of Beijing-Tianjin-Hebei has been strengthened. It has promoted the coordinated development of vocational education in Beijing-Tianjin-Hebei province. At the same time, it is also facing the reform of talent training mode of vocational education collectivization in Hebei Province, which needs to be further deepened. To adapt to the industrial transformation and upgrading of the professional layout needs to be further optimized; The construction of special and combined teaching team needs to be further strengthened, and so on. Finally, in view of these challenges, the author puts forward countermeasures and suggestions to promote the development of vocational education group running schools in Hebei province, such as breaking administrative barriers. To realize the sharing of educational resources between Beijing, Tianjin and Hebei; Deepening cooperation between schools and enterprises and reforming the mode of talent training; Optimize the professional structure and connect with the emerging industry of Beijing-Tianjin-Hebei; Build a digital platform to promote Beijing-Tianjin-Hebei education exchange information.
