上海中等职业教育发展困惑及其对策研究

【摘要】:近年来,上海中等职业教育为进一步提高职业教育对区域经济发展的贡献度,大力发展与上海社会经济相适应、与产业发展相衔接、具有区域特色的中等职业教育,努力促进中等职业教育与上海区域经济协调发展,并取得一定的成效。但目前,中等职业教育在社会中被看作“次等教育”的现象趋于严重,为何会产生这种看法,如何把握中等职业教育发展的目标、专业结构,创新人才培养模式,努力培养具有创新素质、创业能力,适应上海发展先进制造业和现代服务业需要的高素质技能型人才,为上海区域经济又好又快的科学发展,提供高素质的技能型人才保证,成为上海中等职业教育发展的一个重要命题。 本研究采用调查研究法、访谈法、个案法和文献资料法,通过消化、吸收、融合多学科理论中关于职业教育发展的理论成果,并以上海为案例来折射我国的职业教育发展现状,旨在客观分析现阶段上海中等职业教育发展存在的问题,并对其发展对策进行深入的研究探讨,为教育行政部门推进中等职业教育的新发展,提供政策建议和对策思路。 第一部分,导论。介绍研究的缘起及目的,以及目前国内外关于中等职业教育发展的研究现状和相关成果,阐述本研究的研究方法、思路及理论基础等。 第二部分,上海区域经济对中等职业教育的影响及其发展现状。在调查研究的基础上,分析上海区域经济对中等职业教育的影响;介绍上海中等职业教育发展现状。 第三部分,发达国家(地区)职业教育发展的经验及其对上海的启示。通过对比分析发达国家(地区)职业教育发展的经验,总结提炼为上海中等职业教育在发展过程中可借鉴的做法。 第四部分,上海市中等职业教育存在的主要问题及其原因分析。明确当前上海中等职业教育发展存在的社会评价与职业教育发展不平衡及需求反应机制不尽完善的问题;并分析制约上海中等职业教育发展的内、外部问题。 第五部分,上海市中等职业教育发展的对策思考。通过从政策、制度保障以及职业教育培养目标的几方面思考,为上海中等职业教育的发展提供发展对策。
[Abstract]:In recent years, in order to further improve the contribution of vocational education to the development of regional economy, Shanghai secondary vocational education has made great efforts to adapt itself to Shanghai's social and economic development, to link up with industrial development and to have regional characteristics of secondary vocational education. Efforts have been made to promote the coordinated development of secondary vocational education and the regional economy in Shanghai, and some achievements have been made. However, at present, the phenomenon of secondary vocational education being regarded as "secondary education" in society is becoming more and more serious. How to grasp the goal of the secondary vocational education development, the professional structure, the innovation talent training mode, to train the high quality skilled talents with the innovation quality, the pioneering ability and the needs of the advanced manufacturing industry and the modern service industry in Shanghai, and how to develop the advanced manufacturing industry and the modern service industry in Shanghai. It is an important proposition for the development of secondary vocational education in Shanghai to provide the guarantee of high quality skilled talents for the sound and rapid scientific development of Shanghai's regional economy. This study adopts the methods of investigation and research, interview, case and literature, through digesting, absorbing and integrating the theoretical results of the development of vocational education in the multidisciplinary theory. Taking Shanghai as a case to reflect the current situation of vocational education development in China, the purpose of this paper is to objectively analyze the problems existing in the development of secondary vocational education in Shanghai at the present stage, and carry out in-depth research and discussion on its development countermeasures. To promote the new development of secondary vocational education, provide policy suggestions and countermeasures. The first part is the introduction. It introduces the origin and purpose of the research, the current situation and related achievements of the development of secondary vocational education at home and abroad, and expounds the research methods, ideas and theoretical basis of this study. The second part, the impact of Shanghai regional economy on secondary vocational education and its development status. On the basis of investigation and research, this paper analyzes the impact of Shanghai regional economy on secondary vocational education, and introduces the current development of secondary vocational education in Shanghai. The third part, the experience of the development of vocational education in developed countries (regions) and its enlightenment to Shanghai. Through comparative analysis of the experience of the development of vocational education in developed countries (regions), Summing up and refining for Shanghai secondary vocational education in the process of development can be used for reference. In the 4th part, the main problems and their causes of secondary vocational education in Shanghai are analyzed. It is clear that the current development of secondary vocational education in Shanghai is not balanced between social evaluation and vocational education development, and the demand response mechanism is not perfect. And analyze the internal and external problems that restrict the development of secondary vocational education in Shanghai. In the 5th part, the countermeasures for the development of secondary vocational education in Shanghai are discussed, and the countermeasures for the development of secondary vocational education in Shanghai are provided through the consideration of the policy, the system guarantee and the training goal of vocational education.
