广东L高级技工学校核心竞争力提升策略研究

【摘要】:技工院校属于职业技术教育类别,但又区别于教育部门主管的中职学校和高职院校,是自成体系、别具特点的一类学校。自2010年颁布《广东省实施中华人民共和国民办教育促进法办法》以来,广东省民营技工院校迅猛发展,办学总规模不断扩大,办学质量不断提升,但在与中等职业学校、高职院以及公办技工院校的激烈竞争中,民营技工院校又处于明显不利地位,显得优势不足,缺乏核心竞争力。哪些是民营技工院校的一般竞争力要素?哪些属于核心竞争力要素?如何培育和提升其核心竞争力?这是新形势下民营技工院校发展亟待解决的重大课题。广东L高级技工学校作为创办于2005年的一所民营技工院校,用10年时间从普通合格技校逐步升级为省一类技校、省重点技校、国家重点技校,直至2014年成功晋升高级技工学校,办学规模也从创立之初不到500名在校生发展到如今超过7000人,一路稳步发展,表现出较好的发展势头和较强的竞争实力。同时,其发展过程也暴露出一些明显的发展短板与薄弱环节,是一所相对能够代表广东省民营技工院校发展特点和办学现状的民营技工学校,是广东民营技工教育的一个典型案例。本文学习吸纳了部分高校核心竞争力的研究成果,对民营技工院校这一特殊类别学校的核心竞争力的特征及概念进行了界定,并采取德尔菲法、专家座谈法等调研方法对民营技工院校的核心竞争力构成要素进行了定性分析。在合理确定民营技工院校核心竞争力构成要素的基础上,以广东L高级技工学校作为典型案例进行核心竞争力分析,采取VRIO模型深入剖析该校将掌控的资源和能力有效应用于把握环境机会并应对竞争威胁的实践情况。最后,针对该校个别核心竞争力要素缺失或比较薄弱的实际,提出了提升核心竞争力的对策。论文的完成,对广东L高级技工学校提升核心竞争力有着重要的现实指导意义,同时也为广东省乃至全国的民营技工院校、职业院校谋划发展核心竞争力提供了决策参考和方案借鉴,是对核心竞争力理论在应用领域的有效补充与完善。
[Abstract]:Technical colleges belong to the category of vocational and technical education, but they are different from the secondary vocational schools and vocational colleges in charge of education departments. Since the promulgation of the measures of the people's Republic of China on the Promotion of Private Education in Guangdong Province in 2010, the private technical colleges and universities in Guangdong Province have developed rapidly, the total scale of running schools has been continuously expanded, and the quality of running schools has been continuously improved. But in the fierce competition with the secondary vocational school, the higher vocational college and the public technical college, the private technical college is in the obvious disadvantageous position, appears the superiority insufficiency, lacks the core competence. What are the general competitive factors of the private technical college? What are the core competitiveness elements? How to cultivate and enhance its core competitiveness? This is an important task to be solved urgently in the development of private technical colleges and universities under the new situation. As a private technical college founded in 2005, Guangdong L Advanced Technical School has been upgraded from a general qualified technical school to a provincial first class technical school in 10 years. Until 2014, the provincial key technical school and the state key technical school were successfully promoted to the senior technical school. The scale of the school has grown from less than 500 students at the beginning of its establishment to more than 7,000 students today, and has developed steadily along the way. Showing good development momentum and strong competitive strength. At the same time, its development process also exposed some obvious development weaknesses and weaknesses. It is a typical case of private craftsmen education in Guangdong Province, which can represent the development characteristics and current situation of private technical colleges and universities in Guangdong Province. This study absorbs the research results of some universities' core competitiveness. This paper defines the characteristics and concepts of the core competence of the private technical colleges and universities, and adopts Delphi method. On the basis of the reasonable determination of the elements of the core competence of the private technical colleges and universities, the author makes a qualitative analysis of the elements of the core competence of the private technical colleges by the methods of expert discussion. Taking Guangdong L Senior Technical School as a typical case to analyze the core competence of the school, the VRIO model is adopted to analyze the practical situation that the resources and abilities under control are effectively applied to grasp the environmental opportunities and cope with the threat of competition. In view of the fact that some key elements of the core competence of this school are missing or relatively weak, this paper puts forward some countermeasures to enhance the core competence. The completion of the paper has important practical guiding significance for Guangdong L advanced technical school to enhance the core competitiveness. At the same time, it also provides decision-making reference and scheme reference for the private technical colleges and universities in Guangdong province and even all over the country. It is an effective supplement and perfection to the core competence theory in the application field.
