完善湖南公办高职院校融资方式的研究

【摘要】：随着高等教育职业技术学院(以下简称高职院)的不断发展,扩招、扩建、扩容,这“三扩”是近十年高等职业技术教育的发展趋势。湖南公办高职院相对本科院校,起步晚,数量增长迅速,改建、扩建高职院校园与实训中心资金需求额大,现有的融资方式主要以传统融资渠道为主,在依靠财政拨款教育经费和学费收入不足的情况下,如何完善湖南省公办高职院校的现有融资方式,更具实际意义。本文的研究主要站在公共经济学准公共产品、人力资本投资、教育成本分担和财务风险分散的理论角度,从国内外高职院校的发展、负债融资和多元化融资渠道三个方面出发,对湖南省公办高职院校资金的需求及资金来源渠道分析,指出了湖南省公办高职院校现行融资方式存着产权融资不足、负责融资难以实现和自由融资权力丧失的现实问题,通过借鉴美国、韩国、德国、印度等国外高等职业教育的融资方式,提出完善湖南公办高职院校融资方式的几点建议,分别是借鉴已经在本科院校成熟运作的项目管理方式,构建校企合作的顶岗实习平台,成立校友会,并以怀化职业技术学院为例,创新地提出了实训一体化的模式来降低融资需求。
[Abstract]:With the continuous development of vocational and technical colleges of higher education (hereinafter referred to as higher vocational colleges), the "three expansion" is the development trend of higher vocational and technical education in the past ten years. With the rapid growth in quantity, the reconstruction and expansion of higher vocational colleges' campuses and practical training centers have a large demand for funds. The existing financing methods mainly focus on traditional financing channels. Under the circumstances of insufficient financial allocations for education funds and tuition fees, How to perfect the existing financing mode of Hunan province public vocational colleges is of more practical significance. The research of this paper is mainly from the perspective of public economics, quasi-public goods, human capital investment, education cost sharing and financial risk dispersion, from the perspective of the development of vocational colleges at home and abroad. Starting from the three aspects of debt financing and diversified financing channels, this paper analyzes the demand for funds and the sources of funds of Hunan Province's public vocational colleges, and points out that the current financing mode of Hunan Province's public vocational colleges is short of property right financing. Taking charge of the practical problems of the difficulty of financing and the loss of free financing power, by referring to the financing methods of foreign higher vocational education, such as the United States, South Korea, Germany, India and so on, this paper puts forward some suggestions on how to improve the financing methods of Hunan public vocational colleges. It is to draw lessons from the mature project management mode that has already operated in the undergraduate colleges and universities, to build up the platform of the cooperation between the university and the enterprise, to set up the alumni association, and to take Huaihua Vocational and Technical College as an example. Innovatively put forward the mode of integration of practice and training to reduce the financing demand.
