基于管办评分离的中国现代学徒制社会评价机制建构

【摘要】:管办评分离视域下我国现代学徒制质量评价的关键在于重构政府、校企及社会三者之间的关系,形成"政府管教育、校企办教育、社会评教育"的新格局。文章提出,现代学徒制社会评价机制应包括运行机制、动力机制及约束机制三部分。运行机制以第三方评估机构、行业协会、用人单位、毕业生及家长为评价主体,参考多元评价标准,采用培养资质认证、职业资格认定、社会舆论评议三种评价方法;政府、校企及社会是维持机制平稳运行的三大动力;校企的自我约束、政府及社会力量的外部约束共同形成对机制的监督与制约。
[Abstract]:The key to the quality evaluation of modern apprenticeship system in China lies in reconstructing the relationship among government, school and enterprise and society, and forming a new pattern of "government management education, school and enterprise education, social evaluation education". The social evaluation mechanism of modern apprenticeship system should consist of three parts: running mechanism, dynamic mechanism and restraint mechanism. The operating mechanism should take third-party evaluation institutions, trade associations, employers, graduates and parents as the main body of evaluation, and refer to multiple evaluation criteria. Adopting three evaluation methods: training qualification certification, professional qualification recognition and public opinion evaluation; the government, school and enterprise and society are the three major motive forces to maintain the smooth operation of the mechanism; the self-restraint of the school and enterprise, The external constraints of government and social forces form the supervision and restriction to the mechanism.
