生源减少条件下安徽省高等职业院校发展策略研究

【摘要】：高等职业教育是高等教育中不可或缺的重要组成部分,当前高等职业教育占据着高等教育的半壁江山。高等职业教育的主要任务就是为地方经济建设和社会发展需要培养大批高级应用型人才,尤其是为地方生产、建设、管理、服务第一线培养下得去、留得住、用得上的高级应用型人才。而承担培养任务的就是高等职业院校。近年来,受人口自然增长率的不断降低,接受高等教育的适龄人口正在逐年减少,而高等职业院校还在不断的增长和扩招,使得部分高职院校的生存和发展出现了危机,面临着生源数量不足,质量不高的困境。鉴于此,有必要从理论和实践层面进行分析和梳理,深入探索和分析安徽地区高职院校生源减少和流向的影响因素,对症下药解决我省高等职业院校结构性生源减少的矛盾。本文从高等职业教育的定义入手,对高等职业教育和高等专科教育进行了界定和区别；逐本溯源的梳理了安徽地区高等职业教育发展的历史并对当前的发展现状进行了概括和总结；总结了安徽地区高职层次招生录取的特征；分析了生源减少对高职的生存和发展产生的影响；学习和借鉴发达国家和地区的成功经验,提出了生源减少下安徽省高等职业教育发展的策略：首先政府部门要在高职高专的发展中发挥主导作用。其次是改革当前高职招生制度。再次是通过差异化竞争,加强院校内涵建设。
[Abstract]:Higher vocational education is an indispensable part of higher education. At present, higher vocational education occupies half of higher education. The main task of higher vocational education is to train a large number of advanced applied talents for local economic construction and social development, especially for local production, construction and management. In recent years, due to the decline in the natural growth rate of the population, The population of the right age for higher education is decreasing year by year, and the higher vocational colleges are still increasing and expanding enrollment, which makes the survival and development of some higher vocational colleges appear crisis, and faces the shortage of the number of students. In view of this, it is necessary to analyze and comb in theory and practice, and to explore and analyze the influencing factors of decreasing and flowing of students in higher vocational colleges in Anhui. The solution to the problem is to solve the contradiction of the decrease of structural students in higher vocational colleges and universities in our province. Starting with the definition of higher vocational education, this paper defines and distinguishes between higher vocational education and higher specialized education. Combing the history of the development of higher vocational education in Anhui Province, summarizing and summarizing the current development situation, summarizing the characteristics of admission to higher vocational education in Anhui. This paper analyzes the influence of reducing the number of students on the survival and development of higher vocational education, and studies and draws lessons from the successful experiences of developed countries and regions. This paper puts forward the strategies for the development of higher vocational education in Anhui Province under the condition of reducing the number of students: first, the government departments should play a leading role in the development of higher vocational education; secondly, the reform of the current enrollment system in higher vocational colleges and universities. Strengthen the construction of connotation of colleges and universities.
