广东省中等职业技术教育的现状与发展对策

【摘要】:职业教育是现代化国民教育体系的重要组成部分,是衡量一个国家现代化程度的重要标志,中等职业教育是整个职业教育的基础,发展中职教育有利于我国最大限度地普及高中阶段教育,实现我国社会充分、合理的就业,有利于全面提高国民素质。广东省作为我国沿海改革开放最早的省份之一,社会经济建设发展迅猛,经济综合实力稳居全国前列,也是职业教育大省,拥有全国最大规模的职业教育体系。2010年完成各类职业教育培训近千万人次,形成了中等、高等职业教育及职业培训共同发展的格局。但是作为职业教育大省的广东及珠三角地区,劳动力供求结构的矛盾依然突出,中高等技能型人才依旧匮乏,近年频频出现“用工荒”现象,这不能不促使我们更加关注和深入研究中等职业教育发展问题。 本文分析了广东省各类专业技术人才基本情况,揭示出其发展的瓶颈因素,这些因素包括人才结构性短缺较为突出、技能人员重视与储备不足、中等职业技能人才尤其短缺等。较全面考察了广东省中等职业技术教育的现状,包括规模、结构、教学模式、人才培养模式、教学质量、师资队伍建设、学校基础设施、学校经费等方面,归纳出广东省的中等职业技术教育具有实行专业教师“双证书”制度,并行“双证书”和“多证书”制度,职教资源整合型及职教特色品牌化等特点。同时指出,广东省中等职业技术教育还存在着诸多问题,这些问题包括教育观念亟待更新、师资素质有待提高、教育与市场结合度有待加强、教育资源整合度有待提高、相关保障机制有待完善等。为此,笔者提出了建立良好的政策环境和社会观念引领机制,建设适应时代需求的职业教育师资队伍,紧跟产业发展调整专业设置,着力推行工学结合人才的培养模式,多渠道建立职业教育保障机制的发展对策,以破解广东省技能型人才短缺难题,解决广东省社会就业的结构性矛盾,促进广东省经济社会健康快速发展。
[Abstract]:Occupation education is an important part of modern national education system, is an important symbol to measure a country's modernization level, secondary occupation education is the basis of occupation education, the development of Vocational Education in China is conducive to maximize the popularization of high school education, realize our society fully, reasonable employment, to improve the quality of comprehensive Guangdong Province as one of the coastal provinces of China's reform and opening up the earliest, the rapid development of social and economic construction, economic comprehensive strength ranked the forefront of the country, is the occupation education province, has the largest scale of the occupation education system.2010 years to complete all kinds of occupation education and training nearly ten million, the formation of secondary, higher education and occupation occupation training the pattern of common development. But as the occupation education in Guangdong province and the Pearl River Delta region, the contradiction between labor supply and demand structure is still outstanding, in higher Skilled talents are still scarce. In recent years, the phenomenon of "labor shortage" frequently occurs. This cannot help us pay more attention to the development of secondary vocational education.
This paper analyzes the basic situation of Guangdong Province, all kinds of professional and technical personnel, to reveal the development bottleneck factors, these factors include the shortage of talent is more prominent, lack of attention and reserve personnel skills, especially the shortage of talents in secondary occupation skills. A comprehensive review of technical secondary education, occupation of Guangdong Province, including the scale, structure, teaching mode, talent training mode, teaching quality, teachers, school facilities, school funding, summed up the Guangdong province secondary occupation technology education with professional teachers to implement the system of "double certificates", "parallel double certificate" and "multi certificate system, the characteristics of Vocational education resources and the characteristics of vocational education brand at the same time, pointed out that the medium occupation technology education of Guangdong Province, there are still many problems, these problems include educational concepts need to be updated, the quality of teachers and education needs to be improved. The combination of the market needs to be strengthened, the integration of educational resources should be improved, the relevant security mechanism needs to be improved. Therefore, the author proposed the establishment of a good policy environment and social construction ideas guiding mechanism, meet the needs of the age occupation education teachers with professional development, adjustment of industrial settings, efforts to implement the combination of talent training mode, development countermeasures multiple channels to establish the guarantee mechanism of occupation education in Guangdong Province, in order to solve the shortage of skilled personnel problems, solve the structural contradictions of Guangdong province social employment, promoting the rapid development of economy and society in Guangdong province.
