云南WHYS职业学院财务人员绩效考核研究

【摘要】:高职院校,是高等职业院校的简称,是高等教育的重要类型,也是我国职业教育的重要组成部分,担负着培养面向生产、建设、服务、管理第一线需要的高技能、应用型专门人才的使命。党的十七大对教育问题有一系列重要的阐述,其中提到的:“大力发展职业教育,提高高等教育质量”,这是我国高职教育事业发展中永远不变的主题。而要发展好高职院校,就离不开资金的支持和有效利用。因此通过完善财务人员的绩效考核体系,以考促改,有效提高财务人员整体素质和工作积极性,可以帮助高职院校达到提高资金利用率的目的。然而,目前我国大部分高职院校财务人员的绩效考核体系一方面分级化太明显,绩效考核不公平,另一方面是根据政府部门绩效考核体系的规定来实行的,无法顾及特殊团体方面,因此实施的成效完全不够突出。因此,高职院校加大对财务的管理,建立完善的高职院校财务人员的绩效考核方法极为迫切。鉴于此,本文在前人关于绩效考核尤其是针对教师、财务人员等行业的探讨基础上,与各行业的绩效考核特点相结合,运用目标管理法、层次分析法等相关的技术方法以及工具,有针对性的设计出了针对云南WHYS学院财务人员的绩效考核体系。本文首先从云南WHYS学院的基本情况以及其财务人员绩效考核现状入手,通过对云南WHYS学院财务人员的工作特征以及现有考核现状的分析,找出其财务人员绩效考核过程中存在的问题与不足,然后从构建财务人员绩效考核体系的目的出发,首先分析了财务人员绩效考核指标体系的构建的思路、原则,设计了指标考核体系权重,在此基础上设计了云南WHYS学院绩效考核方法,明确了绩效考核的具体实施过程,并进行了一个案例分析,具体分析了构建的云南WHYS学院财务人员绩效考核体系。最后,文章还就绩效考核体系的保障措施进行了分析,旨在完善云南WHYS学院财务人员绩效考核体系,实现我国高职院校财务人员的绩效考核,促进我国高等教育的进一步发展。
[Abstract]:Higher vocational colleges, short for higher vocational colleges, are an important type of higher education and an important part of vocational education in our country. Therefore, by improving the performance appraisal system of financial personnel, Improving the overall quality and working enthusiasm of the financial personnel by taking the examination to promote reform can help the higher vocational colleges to achieve the purpose of improving the utilization rate of funds. However, At present, the performance appraisal system of financial personnel in most higher vocational colleges in our country is too obvious on the one hand, the performance appraisal is unfair, on the other hand, it is implemented according to the regulations of the performance appraisal system of government departments, and cannot take into account the special organizations. Therefore, the effect of the implementation is not outstanding enough. Therefore, it is urgent for higher vocational colleges to strengthen financial management and establish perfect performance appraisal methods for financial personnel in higher vocational colleges. On the basis of the previous discussion on performance appraisal, especially for teachers, financial personnel and other industries, this paper combines the characteristics of performance appraisal with the characteristics of various industries, and applies relevant technical methods and tools, such as objective management method, analytic hierarchy process, etc. This paper designs a performance appraisal system for financial personnel of Yunnan WHYS College. Firstly, this paper starts with the basic situation of Yunnan WHYS College and the present situation of financial personnel performance appraisal. Based on the analysis of the working characteristics of the financial personnel in Yunnan WHYS College and the present situation of the appraisal, the problems and shortcomings in the process of the performance appraisal of the financial personnel are found out, and then the purpose of constructing the performance appraisal system of the financial personnel is discussed. First of all, this paper analyzes the train of thought and principle of constructing the performance appraisal index system of financial personnel, designs the weight of the index appraisal system, and then designs the performance appraisal method of Yunnan WHYS College, and clarifies the concrete implementation process of the performance appraisal. A case study was carried out to analyze the performance appraisal system of financial personnel of Yunnan WHYS College. Finally, the article also analyzed the safeguard measures of the performance appraisal system. The purpose of this paper is to perfect the performance appraisal system of financial personnel in Yunnan WHYS College, to realize the performance appraisal of financial personnel in higher vocational colleges of our country, and to promote the further development of higher education in China.
