供给侧结构性改革背景下江西省高等职业教育专业结构优化研究

【摘要】：教育作为供给侧劳动力生产要素的主要配置渠道,应是最根本的“供给侧”因素。面对江西省高等职业教育存在的问题和产业结构转型升级提出的要求,应以供给侧结构性改革作为突破口,实施创新、精准、有效的教育供给,提高其全要素生产率与资源配置效率。江西省区域经济的发展离不开高等职业教育这一人才输出的生命线,然而江西省高等职业教育领域仍存在一些结构性的矛盾,尤其专业要素结构性矛盾十分突出,还不能很好地契合产业结构发展的需要和趋势,因此为提高专业供给的质量与效率,使其与区域产业定位和发展优势的面向性更强、协调性更好、契合度更高,有必要深入研究江西省高等职业教育专业结构的现状、问题与对策。本研究基于江西省产业结构现状、趋势和高等职业教育专业结构相关数据,对专业供给现状、专业与战略性新兴产业的契合度及专业结构与产业结构的适应性情况进行深入全面的分析,发现专业设置存在结构性扭曲、专业面向战略新兴产业的有效供给不足、专业结构与产业结构的适应性不强等问题。为此,应当以“创新、协调、绿色、开放、共享”的五大发展理念为引领,通过增设新兴专业、加快要素流动、聚焦服务面向、打造专业建设共同体、建立动态调整机制、强化三产互动等措施来优化江西省高等职业教育专业结构。
[Abstract]:Education as the main channel allocation of production factors of labor supply side, should be the most fundamental "supply side" factors. Facing the existing problems of higher occupation education in Jiangxi province and the transformation and upgrading of industrial structure should be based on the request, the supply side structural reform as a breakthrough, innovative, accurate, effective supply of education, improve the total factor the productivity and efficiency of resource allocation. The development of regional economy in Jiangxi province is the lifeline of higher occupation education cannot do without the talent output, but the higher occupation education in Jiangxi province still exist some structural contradictions, especially the structural contradictions of professional elements is very prominent, needs and trends are not well fit the development of the industrial structure, so as to improve the the quality and efficiency of professional supply, the regional industrial location and development advantages for stronger, better coordination, fit more necessary Further research the current situation of the professional structure of higher occupation education in Jiangxi Province, problems and countermeasures. This research is based on the current situation of industrial structure in Jiangxi Province, and the trend of higher occupation education professional structure data of professional supply situation, professional and emerging industries of strategic fit degree and professional structure and industrial structure in-depth analysis, found professional settings there is a structural distortion, lack of effective supply of professional oriented strategic emerging industries, professional structure and industrial structure adaptability. Therefore, it should take "innovation, coordination, green, open, sharing" five development ideas for the lead, by adding a new major, accelerate the flow of factors, focusing on service oriented create professional, community construction, the establishment of a dynamic adjustment mechanism, to strengthen the three measures to optimize the industry structure of Jiangxi province higher education professional occupation.
