面向供给侧结构性改革的职业教育大众化发展框架——基于人力资本视角

【摘要】：供给侧结构性改革的全面推进过程中,人力资本战略可以从根本上解决我国经济供给侧生产要素的提升问题。基于人力资本规模与水平的价值贡献视角,在供给侧结构性改革过程中,产业转型升级亟需职业教育将传统产业的人力资本转化到新兴产业中去,并对高水平人力资本给予技术技能支持。据此提出面向供给侧结构性改革的职业教育大众化发展框架——针对在校学生、城市中的转岗职工和农村中的职业农民等受教育群体,大力改革与创新现代职业教育的体系与机制。
[Abstract]:Comprehensively promote the process of supply side structural reform, the strategy of human capital can solve the economic supply side of our country of production factors to enhance the problem fundamentally. The contribution value of human capital perspective based on the scale and level, in the process of supply side structural reform, industrial restructuring and upgrading of traditional industries will need occupation education human capital into emerging in the industry, and provide technical support skills on the high level of human capital is put forward. For the supply side of the structural reform of the occupation education popularization development framework for students in the city to laid-off workers and rural farmers in the occupation education groups, system and mechanism reform and innovation of modern occupation education.
