高职院校实施混合所有制办学的实践与探索——以浙江高职院校为例

【摘要】：在国家推进供给侧结构性改革的背景下,高职院校探索混合所有制办学是我国高等职业教育体制机制改革的重大突破。浙江省一些高职院校在混合所有制办学领域进行了探索,主要有不涉及产权的半混合和PPP共建基础设施两种模式。从其实践来看,推进高职院校混合所有制办学,还需进一步强化政府主导,加强顶层设计,明晰产权,优化治理结构,完善现代大学制度,引入竞争激励机制。依据现行政策,近期内可将PPP模式作为在学校层面探索混合所有制办学的主要方向和主要形式。
[Abstract]:Under the background of the country promoting supply-side structural reform, the exploration of mixed ownership in higher vocational education is a major breakthrough in the reform of higher vocational education system in Zhejiang Province, and some higher vocational colleges in Zhejiang Province have explored the field of mixed ownership in the field of running schools. There are mainly two modes of semi-mixing and PPP co-construction of infrastructure, which do not involve property rights. From its practice, it is necessary to further strengthen government leadership, strengthen top-level design, clarify property rights, and optimize governance structure in order to promote mixed ownership in higher vocational colleges. According to the current policy, the PPP model can be regarded as the main direction and form of mixed ownership in the school level.
