高职院校治理模式创新:“治理”和“自理”的耦合

【摘要】：高职院校治理是一个系统工程,两个行动计划的颁布激发了高职院校治理模式的研究热潮。传统的依附于政府为主导的单一行政化治理模式显然已难以适应高职院校发展新形势的变化,想要准确把握高职院校治理模式的发展取向,则必须要厘清"管理"还是"治理",以及"治理"还是"自理"两个关键问题,并在此基础上对原有治理模式作出适当安排与优化。文章通过对"管理"还是"治理",以及"治理"还是"自理"进行辨析的基础上,以多中心理论、利益相关者理论和系统论作为理论基础,提出了高职院校外部治理和内部自理有机耦合的创新治理模式,为高职院校治理模式改革取向提供了可行的思路。
[Abstract]:The governance of higher vocational colleges is a systematic project. The promulgation of the two action plans has stimulated the upsurge of research on the governance model of higher vocational colleges. The traditional single administrative governance model, which is dependent on the government, has obviously been unable to adapt to the changes in the new situation of the development of higher vocational colleges. In order to accurately grasp the development orientation of the governance mode in higher vocational colleges, it is necessary to clarify the two key questions of "management" or "governance", as well as "governance" or "self-care". On the basis of this, the author makes appropriate arrangement and optimization of the original governance mode. Based on the analysis of "management" or "governance", and "governance" or "self-care", the paper uses the theory of multi-center. Based on the theory of stakeholder theory and system theory, this paper puts forward the innovative governance mode of external governance and internal self-care in higher vocational colleges, which provides a feasible way of thinking for the reform orientation of governance mode in higher vocational colleges.
