台湾高等职业教育发展研究

【摘要】：台湾高等技术与职业教育自1949年发展至今已近70年,曾孕育出无数优质专业人才,为台湾创造“经济奇迹”贡献了力量。高等技术与职业教育的发展从20世纪50年代设立专科学校,到70年代设立第一所技术学院,再到90年代技术学院与专科学校升格改制,培养层次逐渐提升,规模不断扩大,目前已经建立包含专科(副学士)、本科(学士)、研究生(硕士、博士)的完善体系并实现了与普通高等教育的横向互通。其多元化的入学方式,弹性的学制及以实务为导向培养方式为大陆高等职业教育的发展提供了借鉴。本文以台湾高等技术与职业教育为研究对象,采用文献分析法、田野调查法以及比较研究法,对台湾高等技术与职业教育的发展与改革进行了深入的研究,探讨其对大陆发展完善高等职业教育的启示。本文首先介绍了台湾高等技术与职业教育的概况,梳理了台湾高等技术与职业教育的发展历程与现状,分析了台湾近年来高等技术与职业教育领域的重要改革,包含奖励科技大学及技术学院卓越计划、技职再造方案、第二期技职再造方案及典范科技大学计划。之后归纳了当前台湾高等技术与职业教育的发展特色:体系完善、纵横衔接,考试专业化、招生多元化,教师评聘以实务为导向,人才培养注重产官学研合作,健全的技职院校评鉴。通过对比台湾与大陆高等职业教育的相同与不同之处,得出台湾高等技术与职业教育发展对大陆的启示:构建人才培养的“立交桥”模式,进一步推动高等院校与高等职业院校分类招考,完善高等职业教育学位制度,推动职业启蒙教育,推动高等职业院校国际交流与合作,实现学历教育与职业资格证书互通有无。
[Abstract]:Taiwan's higher technical and vocational education has been developed for nearly 70 years since 1949. It has given birth to numerous high-quality professionals and contributed to Taiwan's "economic miracle". The development of higher technical and vocational education from the 1950s to the establishment of the first technical college in the 1970s, and then to the 1990s technical colleges and colleges to upgrade the system, the level of training gradually increased, and the scale of expansion. At present, we have established a perfect system of specialized (associate degree), undergraduate (bachelor's degree, graduate (master's, doctorate)) and realized the horizontal interworking with ordinary higher education. Its diversified entrance mode, flexible schooling system and practice-oriented cultivation provide reference for the development of higher vocational education in mainland China. This paper studies the development and reform of higher technical and vocational education in Taiwan by means of literature analysis, field investigation and comparative research. This paper probes into its enlightenment to the development and perfection of higher vocational education in mainland China. This paper first introduces the general situation of higher technical and vocational education in Taiwan, combs the development process and present situation of higher technical and vocational education in Taiwan, and analyzes the important reforms in the field of higher technical and vocational education in Taiwan in recent years. Includes awards to the University of Science and Technology and the Faculty of Technology Excellence Scheme, the Technical and Vocational Reengineering Programme, the second Technical and Vocational Reengineering Programme and the exemplary University of Science and Technology Programme. Then it summarizes the characteristics of the development of higher technical and vocational education in Taiwan at present: perfect system, vertical and horizontal connection, specialization of examination, diversity of enrollment, practical orientation of teacher evaluation and employment, and emphasis on the cooperation of production, government, learning and research in the training of talents. Sound evaluation of technical and vocational colleges. By comparing the similarities and differences between higher vocational education in Taiwan and that in mainland China, this paper draws the enlightenment of the development of higher technical and vocational education in Taiwan to the mainland: constructing the "interchange" mode of talent training. Further promote the classification of colleges and universities and higher vocational colleges and universities, improve the system of higher vocational education degree, promote vocational enlightenment education, promote international exchanges and cooperation between higher vocational colleges and universities, and realize the mutual exchange of academic qualifications and vocational qualifications.
