建设现代职业教育亟须推进系统性改革——基于湖南的实践

【摘要】：本文总结了湖南创新发展现代职业教育的做法及成效,分析了湖南乃至全国加快发展现代职业教育面临的深层次问题及其成因,诸如社会认同度不高、办学基础薄弱、经费投入长期不足、校企合作难以深入等。基于此,我们认为,职业教育的发展不能就职教谈职教,更不能就投入谈投入。建设现代职业教育是个系统工程,需要多部门分工合作,推进系统性改革,改革目标是形成有利于职业教育发展的法律环境、社会环境;政策上加强统筹协调,创新政府支持方式。具体包括:修订《职业教育法》,出台《校企合作法》,优化法规环境;加快体制机制改革,创造公平的就业、升学环境;加大职教资源统筹力度,加强政府和社会资本合作,创新政府支持方式;加强职业院校去行政化的改革等。
[Abstract]:This paper summarizes the practice and effect of innovative development of modern vocational education in Hunan Province, and analyzes the deep-seated problems and their causes of speeding up the development of modern vocational education in Hunan and the whole country, such as the low degree of social identity and the weak foundation of running a school. Long-term lack of funding, cooperation between schools and enterprises is difficult to deepen and so on. Based on this, we think that the development of vocational education can not talk about vocational education, let alone investment. The construction of modern vocational education is a systematic project, which requires the division of work and cooperation between various departments and the promotion of systematic reform. The goal of the reform is to form a legal and social environment conducive to the development of vocational education, and to strengthen the overall planning and coordination of policies, Innovating the way of government support. These include: revising the Vocational Education Law, issuing the "Law on Cooperation between Schools and Enterprises", optimizing the regulatory environment, speeding up the reform of the system and mechanism, creating a fair employment and promotion environment, increasing the overall planning of vocational education resources, and strengthening cooperation between the government and social capital. Innovate the government support way; strengthen the reform of deadministration in vocational colleges and universities.
