【摘要】:澳大利亚职业教育培训水平之所以走在世界前列,与其职业教育与行业之间密切的关系密不可分。而行业组织在职业教育与行业之间所起的桥梁作用,是行业导向的职业教育培训体系存在的基础。澳大利亚行业技能委员会(Industry Skills Councils,简称ISCs)建立于2003-2005年,是具有深厚行业基础的董事会领导的,与行业、政府及职业教育培训机构具有良好合作关系的行业组织。ISCs包括11个组织,涵盖所有行业领域。行业技能委员会了解行业发展的最新情况,为行业发展营造有利的政策氛围;通过开发新兴技能,对员工进行培训,帮助行业吸收和保留所需人才;通过为职业教育培训提供资金、场地、技术等支持,培养未来的劳动力,促进行业的可持续发展。这些行业技能委员会的组织结构、经费来源、职能行使等特点,对促进我国行业协会在职业教育发展中职能的发挥具有极大的借鉴意义。 本文欲从比较的视角,对澳大利亚行业技能委员会进行研究,全文分为四大部分: 第一部分主要介绍澳大利亚行业技能委员会出现的背景,主要是澳大利亚职业教育与培训从建立之始就与行业保持密切联系,澳大利亚也设有较为完善的专门组织为维护行业与职业教育之间的合作关系而努力。 第二部分主要以澳大利亚农产品技能委员会为个案,对其组织结构、职能、工作内容及工作方式做出详细介绍和分析。重点是通过一些项目对农产品技能委员会职能的介绍,主要包括:为政府职业教育与培训政策的制定提供咨询建议,开发、维修培训包,通过项目的开发为企业员工和管理者提供培训,为学生培训提供资金、场地等方面的支持等。工作方式包括召开各种会议论坛、参与会议、开设网站、发布出版物,与利益相关者建立联系等。 第三部分主要是从工作宗旨、工作主体、工作内容、工作方式四个方面总结澳大利亚行业技能委员会的特点。具体表现为:宗旨明确,结构优化,内容全面,方式多元。 第四部分根据澳大利亚行业技能委员会工作的特点及我国行业组织参与职业教育的现状,对我国类似行业组织的工作执行提出启示。如,行业组织的身份和职责应该进行明确;行业组织的工作应该以行业实际需求为导向,以实现行业可持续发展为目标;行业组织的工作应该深入职业教育各个方面,全程协助职业教育发展;行业组织参与职业教育的方式应该力求多样化、灵活化等。
[Abstract]:The reason why Australia's vocational education and training level is in the forefront of the world is closely related to its vocational education and industry. The role of trade organizations in the bridge between vocational education and industry is the foundation of the existence of industry-oriented vocational education and training system. Founded in 2003-2005, the Australian Industry Skills Council is a strong industry-based board of directors that has a strong relationship with industry, government and vocational education and training institutions, including 11 organizations. Covers all industry areas. The industry skills committee will keep abreast of the latest developments of the industry and create a favorable policy atmosphere for the development of the industry. Through the development of emerging skills, staff will be trained to help the industry absorb and retain the required talents. To develop the future labor force and promote the sustainable development of the industry by providing funds, venues and technical support for vocational education and training. The characteristics of these industry skill committees, such as organization structure, source of funds and exercise of functions, are of great significance for promoting the development of professional education in China. This paper intends to study the Australian Industry skills Committee from a comparative perspective. The full text is divided into four parts: The first part mainly introduces the background of the Australian Industry skills Committee, mainly that Australia's vocational education and training has maintained close contact with the industry from the beginning of its establishment. Australia also has more perfect specialized organizations to maintain the relationship between industry and vocational education. The second part introduces and analyzes the organization structure, function, work content and working method of the Agricultural Product skill Committee of Australia. The focus is on introducing the functions of the Agricultural skills Committee through a number of projects, including advising on the development of government vocational education and training policies, developing and maintaining training packages, Provide training for enterprise employees and managers through project development, funding for student training, site support, etc. Working methods include holding conferences and forums, participating in meetings, setting up websites, publishing publications, establishing contacts with stakeholders, etc. The third part summarizes the characteristics of Australian Industry skills Committee from four aspects: working aim, working subject, working content and working way. The concrete performance is: the purpose is clear, the structure is optimized, the content is comprehensive, the way is multivariate. The fourth part is based on the characteristics of the work of the Australian Industry skills Committee and the current situation of the participation of Chinese trade organizations in vocational education, and puts forward some enlightenment to the implementation of the work of similar trade organizations in our country. For example, the identity and responsibilities of trade organizations should be clarified; the work of industry organizations should be oriented towards the actual needs of the industry, with the goal of achieving sustainable development of the industry; and the work of industry organizations should go deep into all aspects of vocational education. The ways of participating in vocational education should be diversified and flexible.
