【摘要】：中等职业教育是我国中等教育的重要组成部分,是为经济和社会培养技术型人才的重要途径,也是为培养高级技术人才的基础教育。其发展水平在一定程度上也标志着国家的教育发展水平、经济水准和生产力能力。在2010年正式颁布的《国家中长期教育改革和发展纲要(2010-2020)》中也明确地指出“要大力发展职业教育”、“把中等职业教育作为加快发展职业教育的重点”、“把提高质量作为重点”、“建立健全职业教育质量保障体系”。因此,建立和健全中等职业教育质量监督和保障体系对中等职业教育的发展尤为重要。目前,我国的学者对于教育质量监督和保障体系也进行了很多的研究,而对于职业教育质量监督和保障方面的研究多集中在高等职业教育方面,对中等职业教育研究则相对较少,专著的研究则基本上还处于空白状态。因此,了解目前中等职业教育质量监督和保障体系的发展现状,深入对中等职业教育质量监督与保障体系的研究,在研究实际问题的基础上,提出相应的解决问题的对策,为将来中等职业教育质量监督和保障工作的开展提供思路,这也是本研究的根本目的所在。本论文由五个部分内容构成：第一部分主要介绍了研究的背景、研究价值、研究现状、研究方法、研究内容以及创新之处,并对论文中的重要概念作了一定的阐释。第二部分对中等职业教育质量保障体系作了一定的概述。在已有研究的基础上,明确中等职业教育质量监督和保障体系的保障内容、保障主体、以及如何来实施保障工作的重要问题。第三部分介绍了中等职业教育质量保障体系现状。从中等职业教育质量保障内容、保障主体以及工作实施方面来分析职业教育质量保障的现状和存在的问题。第四部分内容为构建和完善中等职业教育质量保障体系提出了相应的对策。这一部分在明确问题的前提下,结合实际情况,参考国外一些国家的成功经验,提出相应的解决对策。第五个部分主要内容中等职业教育质量保障体系制度的建设。任何工作的实行离不开制度的约束和保障,因而,有关职业教育质量保障体系制度的建设和完善也势在必行。这一部分从制度层面上提出相关的建议。
[Abstract]:Secondary vocational education is an important part of secondary education in our country. It is an important way to train technical talents for economy and society, and also a basic education for training advanced technical talents. To a certain extent, its level of development also marks the level of educational development, economic level and productive capacity of the country. In the National medium and long term Education Reform and Development Program 2010-2020, which was officially promulgated in 2010, it was clearly pointed out that "it is necessary to vigorously develop vocational education" and "to make secondary vocational education the focus of speeding up the development of vocational education". To improve quality as the focus, "establish and improve the quality assurance system of vocational education." Therefore, it is very important for the development of secondary vocational education to establish and perfect the quality supervision and guarantee system of secondary vocational education. At present, the scholars of our country have also carried out a lot of research on the educational quality supervision and guarantee system, while the researches on the quality supervision and security of vocational education are mostly focused on the higher vocational education. The research on secondary vocational education is relatively few, and the study of monographs is basically blank. Therefore, to understand the current development situation of the quality supervision and security system of secondary vocational education, to study the quality supervision and security system of secondary vocational education, and to put forward the corresponding countermeasures to solve the problems on the basis of studying the practical problems. The basic purpose of this study is to provide ideas for the quality supervision and guarantee of secondary vocational education in the future. This thesis consists of five parts: The first part mainly introduces the research background, the research value, the research present situation, the research method, the research content and the innovation, and has made the certain explanation to the important concept in the thesis. The second part has made the certain outline to the secondary vocational education quality guarantee system. On the basis of the existing research, this paper clarifies the contents of the quality supervision and guarantee system of secondary vocational education, the main body of the guarantee, and the important issues of how to implement the guarantee work. The third part introduces the current situation of the quality assurance system of secondary vocational education. This paper analyzes the present situation and existing problems of quality assurance of secondary vocational education from the aspects of content, main body of guarantee and implementation of work. The fourth part puts forward the corresponding countermeasures to construct and perfect the quality guarantee system of secondary vocational education. In this part, on the premise of defining the problem, combining with the actual situation and referring to the successful experiences of some foreign countries, the corresponding countermeasures are put forward. The fifth part is the construction of the quality assurance system of secondary vocational education. Any work cannot be carried out without the restriction and guarantee of system, therefore, it is imperative to construct and perfect the system of quality assurance of vocational education. This part puts forward the relevant suggestions from the system level.
