高职院校突发事件应对机制研究

【摘要】：高职院校作为我国高等教育的重要组成部分,它的和谐稳定对我国构建和谐社会起着重要的作用。近年来，随着我国经济的快速发展，改革的不断深化、产业转型的步伐加快，导致各类突发事件频发，其中有不少突发事件涉及高职院校，而高职院校自身的突发事件也时有发生，这些都不同程度的影响到了学校的声誉以及正常的教学秩序和日常生活。目前尽管各级政府和学校已经开始重视学校突发事件的管理，而且也取得了一些成绩。但是目前的高职院校突发事件的应对机制仍然存在轻预防、监督机制不完善、善后机制缺失等问题。鉴于此，对高职院校突发事件应对机制的研究显得尤为重要。本文在分析高职院校突发事件类型、特点以及成因的基础上，通过对江苏省内四所高职院校关于突发事件的调查问卷的分析，归纳总结出目前高职院校突发事件应对机制的现状，从而提出高职院校突发事件应对机制的构建，，在以人为本、预防为主的理念指导下，坚持科学应对、信息公开、迅速反应、团结合作的原则，以制度为运转保障，针对高职院校突发事件的前、中、后三个阶段提出了建立相应的危机预警机制、应急处理机制、善后机制。最后在有的放矢的在目前我国高职院校突发事件的应对机制的基础上提出高职院校突发事件预防和处置的相关对策和建议。
[Abstract]:As an important part of higher education in China, higher vocational colleges play an important role in building a harmonious society. In recent years, with the rapid development of China's economy, the deepening of reform and the accelerated pace of industrial transformation, all kinds of emergencies occur frequently, many of which involve higher vocational colleges. The emergencies of higher vocational colleges also occur from time to time, which affect the reputation of the school and the normal teaching order and daily life to varying degrees. Although governments and schools at all levels have begun to attach importance to the management of school emergencies, they have also made some achievements. However, there are still some problems such as light prevention, imperfect supervision mechanism and lack of aftercare mechanism in the emergency response mechanism of higher vocational colleges. In view of this, it is particularly important to study the mechanism of emergency response in higher vocational colleges. Based on the analysis of the types, characteristics and causes of emergencies in higher vocational colleges, this paper analyzes the questionnaire of four vocational colleges in Jiangsu province. This paper sums up the current situation of emergency response mechanism in higher vocational colleges, and puts forward the construction of emergency response mechanism in higher vocational colleges. Under the guidance of people-oriented and prevention-oriented concept, we should persist in scientific response, open information and rapid response. Based on the principle of unity and cooperation, this paper puts forward the establishment of corresponding crisis warning mechanism, emergency handling mechanism and aftercare mechanism in view of the three stages of emergency in higher vocational colleges. Finally, on the basis of the current emergency response mechanism of higher vocational colleges in China, this paper puts forward the relevant countermeasures and suggestions for the prevention and treatment of emergencies in higher vocational colleges.
