中等职业教育学生资助政策实践研究

【摘要】：随着中等职业教育的不断发展，中等职业学校家庭困难学生的资助工作中存在的问题也逐渐突显。为了完善中等职业学校家庭经济困难学生资助体系，有效推进资助工作的开展，笔者着手对资助政策对利益主体的影响进行了调查研究，旨在查找问题，分析原因，探寻解决问题的方法。本文采用文献资料法、比较分析法、调查研究法等多种研究方法，依托教育公平、教育补偿、资源配置和职业教育公益性理论，，关注各类资助制度之间的关联，从全局出发考虑问题，通过实证，多角度、多层次的分析国家助学政策对于中等职业学校、贫困家庭及学生本人的影响，进一步详细分析中等职业学校在执行国家资助政策时遇到的制度宣传不到位、贫困生界定困难、资金拨付不及时、监管力度不够以及对贫困生的教育有差距等一系列问题。在分析问题的基础上，进一步阐述解决问题的对策，包括：构建以免学费为主体的中等职业教育学生资助政策体系；以加强宣传、健全机构、培训人员、严格评审等方法确保政策落实；加强对学生的教育管理等。本研究的研究成果将对资助体系的完善和资助工作的顺利开展具有重大的现实意义，有利于中等职业教育的发展和学生的成长。
[Abstract]:With the development of secondary vocational education, the problems existing in the work of subsidizing the students with family difficulties in secondary vocational schools are becoming more and more prominent. In order to improve the financial aid system for students with financial difficulties in secondary vocational schools and effectively promote the development of financial assistance, the author has investigated and studied the impact of the subsidy policy on the stakeholders, in order to find out the problems and analyze the reasons. Find a solution to the problem. Based on the theories of education equity, education compensation, resource allocation and vocational education, this paper focuses on the relationship between various kinds of financial aid systems, using the methods of literature, comparative analysis, investigation and research, and so on, which are based on the theories of education equity, education compensation, resources allocation and the public welfare of vocational education. Consider the problem from the overall situation, and analyze the impact of the national policy on secondary vocational schools, poor families and students themselves through empirical, multi-angle and multi-level analysis. This paper further analyzes in detail the problems encountered by the secondary vocational schools in carrying out the national subsidy policy, such as the inadequate publicity of the system, the difficulty in defining the poor students, the untimely allocation of funds, the insufficient supervision and the disparity in the education of the poor students, and so on. On the basis of the analysis of the problems, the countermeasures to solve the problems are further elaborated, including: constructing a secondary vocational education student subsidy policy system that avoids tuition fees as the main body; strengthening publicity, improving institutions, training personnel, Strict evaluation and other methods to ensure the implementation of the policy; strengthen the education management of students. The research results of this study will be of great practical significance for the improvement of the financial aid system and the smooth development of the financial aid work, and will be conducive to the development of secondary vocational education and the growth of students.
