【摘要】：秦皇岛技师学院(原秦皇岛市高级技工学校)是一所以机电专业为主的国家重点技工院校，自1958年建校以来，一直秉承“厚德强能”的办学理念，深化改革，加强专业建设和师资队伍建设，显示出突出的办学特色和雄厚的办学实力。随着社会主义市场经济的快速发展，职业教育，尤其是技工教育面临着诸多机遇和挑战，秦皇岛技师学院想要快步前进，必须制定合理的发展战略。本文从中国劳动力市场上的供需矛盾出发，参照国内外职业教育发展的先进经验和教训，以战略管理理论为基础、配合SWOT分析方法，详细分析了秦皇岛技师学院发展的外部环境和内部环境，找出了学院发展存在的机会和威胁，同时明确了自身存在的优势和劣势；根据建立起来的SWOT模型和相关的理论分析，提出了学院发展的战略，并进一步制定出了战略实施的措施和保障。在学院发展战略制定的过程中，，本文结合学院的坚持以就业为导向、以能力为本位、校企合作、工学结合的办学方向，有针对性的从办学结构、硬件建设、管理改革、专业建设、人才引进、校园文化、德育建设和特色建设等八个方面提出了最具操作性的战略实施计划，并从硬件、管理、资金和组织四个方面构建出一个较为完整的战略保障体系，最终规划出秦皇岛技师学院未来的发展战略。同时，本文通过对秦皇岛技师学院的个案进行整合，也为其他职业院校，尤其是技工院校的发展战略的制定得供了参照。
[Abstract]:Qinhuangdao College of Mechanics (formerly Qinhuangdao Senior Technical School) is a national key technical college which is mainly majoring in mechanical and electrical engineering. Since its establishment in 1958, it has been adhering to the idea of "Hou de Qiang Neng" and deepening the reform. Strengthen the construction of specialty and teaching staff, show outstanding characteristics and strong strength of running a school. With the rapid development of socialist market economy, vocational education, especially the education of craftsmen, is facing many opportunities and challenges. If Qinhuangdao technician college wants to make rapid progress, it must formulate a reasonable development strategy. Starting from the contradiction between supply and demand in China's labor market and referring to the advanced experience and lessons of the development of vocational education at home and abroad, this paper bases on the theory of strategic management and cooperates with SWOT analysis method. This paper analyzes the external and internal environment of Qinhuangdao Institute of Mechanics in detail, finds out the opportunities and threats of the development of Qinhuangdao College, and at the same time defines the advantages and disadvantages of its own existence, according to the established SWOT model and related theoretical analysis, The development strategy of the college is put forward, and the measures and guarantee of implementing the strategy are worked out. In the course of making the development strategy of the college, this paper combines the college's adherence to the orientation of employment, the ability as the standard, the cooperation between the school and the enterprise, the combination of work and learning, and the reform of school structure, hardware construction and management. Professional construction, talent introduction, campus culture, moral education construction and characteristic construction, etc., put forward the most operable strategic implementation plan, and put forward the most operable strategic implementation plan from the aspects of hardware and management. Four aspects of capital and organization build a relatively complete strategic security system, and finally plan the future development strategy of Qinhuangdao Institute of Mechanics. At the same time, by integrating the case of Qinhuangdao technician College, this paper provides a reference for the development strategy of other vocational colleges, especially the technical colleges.
