南非技术高中教育改革研究

【摘要】:南非自1995年民主政府执政以来,各项经济发展均取得了举世瞩目的成就,根据国际货币基金组织2010年的统计,南非在世界经济体规模排名中位居第27位,国内生产总值达3540亿美元,其工业产值占非洲的40%。其中,促进社会快速发展的一个重要因素就是南非对教育的重视,通过大力改革中等职业教育,为国家提供大量的中高级技能人才,提高人力资源的质量,降低失业率,响应经济和社会的需求,逐步奠定了其教育质量在整个非洲的领先地位,特别是一些特定领域的专业技能人才,享誉全球,这些都与南非政府的不懈努力息息相关。本文从南非教育部1998年起陆续实施的三部《继续教育与培训法案》入手,把握南非中等职业教育的改革脉络,阐释和说明南非技术高中改革的目标与内容,介绍了改革的实施主体和保障措施,,总结南非技术高中改革的成果和特点,分析其存在的问题,为我国建设现代化的中等职业技术教育体系及高质量的中等职业教育机构提供借鉴与启示。论文主要由六个部分组成: 第一章是绪论。主要从国际背景及南非技术高中的发展现状出发,对这一研究的缘起和相关研究现状进行梳理;介绍了本文的研究目的及研究意义;对国内外关于南非职业教育和培训的研究进行了阐述;对南非技术高中和南非FET学院进行了概念界定;最后介绍了本研究的研究思路和研究方法。 第二章主要概述了南非技术高中教育改革的背景,包括南非技术高中教育的历史沿革、现状以及实施改革的社会背景。 第三章主要从两方面阐述了南非技术高中教育改革的目标与内容,其中内容包括南非技术高中教育改革的方案及具体的实施措施等。 第四章详细阐述了南非技术高中改革的实施主体和保障。首先介绍了南非技术高中教育改革的实施主体,分为三个方面:技术高中教育改革的管理机构、人员任免和责任限制。然后从资金来源、预算分配与管理、质量保证与评估三个方面介绍了技术高中改革的相关保障措施。 第五章总结归纳了南非技术高中教育改革的经验,主要从技术高中改革的成果、特点、存在的问题等方面进行了概括总结,并阐述了南非针对其改革过程中存在问题的应对措施。 第六章主要探讨了南非技术高中教育改革对我国的中等职业技术教育改革的启示,主要包括:立法先行,保障现代职业技术教育体系的构建;建立健全保障机制,促进中等职业教育质量的提升;注重建设多样的、开放的课程体系;强化信息共享,确保有效的技能人才供应;加强国际合作与交流,促进中等职业教育发展的国际化。
[Abstract]:Since the democratic government was in power in 1995, South Africa has made remarkable achievements in economic development. According to the statistics of the International Monetary Fund in 2010, South Africa ranked twenty-seventh in the world economy, with a gross domestic product of US $354 billion, and its industrial output value accounted for 40%. of Africa, which promoted the rapid development of the society. The important factor is the importance of South Africa to education. Through the efforts to reform secondary vocational education, provide the country with a large number of senior and intermediate skilled personnel, improve the quality of human resources, reduce the unemployment rate and respond to the needs of the economy and society, it has gradually laid the leading position in the quality of education in the whole of Africa, especially in some specific areas. It is closely linked with the unremitting efforts of the South African government. This paper, starting with the three "continuing education and Training Act" which has been implemented by the Ministry of education of South Africa in 1998, grasps the context of the reform of secondary vocational education in South Africa, explains and illustrates the objectives and contents of the reform of technology high school in South Africa, and introduces the reality of the reform. The results and characteristics of the technical high school reform in South Africa are summarized and the existing problems are analyzed. The paper provides the reference and inspiration for the construction of modern secondary vocational and technical education system and the high quality secondary vocational education institutions in China. The thesis is mainly composed of six parts:
The first chapter is the introduction. From the international background and the development status of South African technology high school, the origin and related research status of this research are combed; the purpose and significance of this study are introduced; and the research on vocational education and training in South Africa is expounded; South Africa technology high school and South Africa FET study. The hospital defines the concept, and finally introduces the research ideas and research methods of this research.
The second chapter outlines the background of South Africa's technical high school education reform, including the history, current situation and the social background of the reform of technology high school in South Africa.
The third chapter mainly expounds the objectives and contents of the reform of South Africa's technical high school education from two aspects, including the plan and specific implementation measures of the reform of the technology and high school education in South Africa.
The fourth chapter expounds the main body and guarantee of the reform of technology high school in South Africa. First, it introduces the main body of the reform of technical high school education in South Africa. It is divided into three aspects: the management organization of the reform of technical high school education, the appointment and removal of personnel and the limitation of responsibility. Then, it is from the sources of funds, the pre calculation and management, the quality assurance and evaluation of three parties. It introduces the relevant safeguard measures of technical high school reform.
The fifth chapter summarizes the experience of technical high school education reform in South Africa. It summarizes the achievements, characteristics and problems of technical high school reform, and expounds the Countermeasures of South Africa in the course of its reform.
The sixth chapter mainly discusses the Enlightenment of the reform of technology high school education in South Africa to the reform of secondary vocational and technical education in China. It mainly includes: the legislative advance, the construction of the modern vocational and technical education system, the establishment and improvement of the guarantee mechanism, the promotion of the quality of secondary vocational education, and the construction of a diversified and open curriculum system; Sharing information, ensuring effective supply of skilled personnel, strengthening international cooperation and exchanges, and promoting the internationalization of secondary vocational education development.
