辽宁省职教集团资源共享问题研究

【摘要】:当前,我国职业教育日益受到社会各界的普遍关注,近年来国家出台各种优惠政策扶持职业教育的发展,使之达到更好的为区域经济服务的目的。职业教育集团的出现预示着我国职业教育又向前迈进了一大步,是职业教育发展的新阶段。职业教育集团以实现资源共享为基础,以互惠共赢为原则,使学校与企业的合作更具制度化。目前,虽然职业教育集团的发展已经引起了社会各界的普遍重视,并取得了一定的成绩,但由于刚刚起步,集团内各组织机构发展并不十分完善,这就给职教集团带来了发展隐患。面对职业教育发展的新形势,我们有必要寻找出具有中国特色的职业教育集团发展新路子,以使职业教育集团在符合国情的基础上更具中国烙印,这需要相关学者及专家进行深入的研究并提出解决方案,帮助职业教育集团实现长足发展。 本论文着眼于辽宁省职业教育集团资源共享研究,在引言部分阐明了研究目的、研究意义以及研究方法,在整理国内外有关职业教育集团及集团资源共享资料的基础上,对职业教育集团资源共享进行了全面的定义,即指集团各成员对资源的共同追求,通过组织成员间的相互协调,按照集团章程等规定实现资源的优化配置。文章以生物学和经济学理论为基础,阐述了职业教育集团资源共享对发展一个职业教育集团的价值和意义都是非常重要的,并列举了一些国外的职业教育集团性质的组织在实现资源共享方面的经验,其中包括集团的公信力、清晰的责权利分工、多元的资源共享途径以及完备的法律保障体系。 文章在调研的基础上,对辽宁省的几家职业教育集团实现资源共享的做法进行了具体的研究,通过分析归纳总结出目前职业教育集团在资源共享方面存在的问题。其中主要表现在职业学校和企业对职教集团的认可度不高,职教集团各成员对共享资源的认识不够清晰,职教集团的资源共享途径不合理以及职教集团资源共享缺乏有效的法律保障等几个方面。 文章在对问题分析的基础上,提出了从提升职教集团品牌意识、理清职教集团各成员的优势资源、开阔多渠道的资源共享途径以及完善职教集团资源共享的法律保障四个大的方面来解决职教集团资源共享的问题。研究结果是在进行了实际调研的基础上分析出来的,,提出了切实可行的资源共享方案,对我国的职教集团的发展提供了重要的参考价值。
[Abstract]:At present, vocational education in our country has been paid more and more attention by all walks of life. In recent years, the government has introduced various preferential policies to support the development of vocational education, so that it can serve the regional economy better. The emergence of vocational education group indicates that China's vocational education has made a big step forward and is a new stage in the development of vocational education. Based on the realization of resource sharing and the principle of mutual benefit, vocational education group makes the cooperation between school and enterprise more institutionalized. At present, although the development of vocational education group has aroused the general attention of all walks of life in the society, and has made certain achievements, however, due to the just beginning, the development of various organizations in the group is not very perfect. This brings the development hidden trouble to the vocational education group. In the face of the new situation of vocational education development, it is necessary for us to find a new way to develop vocational education groups with Chinese characteristics, so as to make vocational education groups more Chinese on the basis of the national conditions. This requires relevant scholars and experts to conduct in-depth research and propose solutions to help vocational education groups achieve considerable development. This paper focuses on the study of resource sharing of vocational education groups in Liaoning Province. In the introduction part, it clarifies the purpose, significance and research methods of the research, and on the basis of sorting out the relevant information about vocational education groups and group resources sharing at home and abroad. A comprehensive definition of resource sharing in vocational education groups is made, that is, the common pursuit of resources by the members of the group, and the optimal allocation of resources according to the provisions of the articles of association and so on, through the coordination among the members of the organizations. Based on the theory of biology and economics, this paper expounds that the resource sharing of vocational education group is very important to the development of a vocational education group. It also enumerates the experience of some foreign vocational education group organizations in realizing the sharing of resources, including the credibility of the group, a clear division of responsibilities and rights, multiple ways of resource sharing and a complete legal protection system. On the basis of investigation and research, this paper makes a concrete study on the realization of resource sharing in several vocational education groups in Liaoning Province, and summarizes the problems existing in the resource sharing of vocational education groups through analysis and summary. Among them, the recognition of vocational education group in vocational schools and enterprises is not high, and the members of vocational education group do not have a clear understanding of shared resources. The way of resource sharing of vocational education group is unreasonable, and the resource sharing of vocational education group lacks effective legal protection and so on. On the basis of the analysis of the problems, the paper puts forward to improve the brand awareness of the vocational education group and clarify the advantage resources of the members of the vocational education group. To solve the problem of resource sharing of vocational education group, open the way of multi-channel resource sharing and perfect the legal protection of vocational education group resource sharing. The research results are analyzed on the basis of actual investigation, and a feasible resource sharing scheme is put forward, which provides an important reference value for the development of vocational education groups in China.
