创新区域职教质量保障体系建设的路径研究

【摘要】：推进区域职业教育质量保障体系(以下简称为体系)建设,是确保区域落实国家重大职教决策、提高劳动者整体素质的重要突破点。为建设成"内外结合、以内为主、分工合作、既相互印证又相互制约"的体系,满足现代职教体系开放性和系统性的要求,应以系统科学等理论为指导,开展以下路径建设:外部以落实"管理、指导、监督服务"职责为根本,对体系的"保障主体、保障内容、保障方式与手段"等系统开展顶层设计,以促进职业院校落实保障主体地位;职业院校应充分发挥保障主体作用,健全质量保障组织机制、加强标准与制度建设,提高资源利用率,落实监控与诊断,实现人才培养质量的持续改进。
[Abstract]:To promote the construction of regional vocational education quality assurance system (hereinafter referred to as system) is an important breakthrough point to ensure the implementation of major national vocational education decisions and to improve the overall quality of workers. In order to build a system of "combination of internal and external, division of work and cooperation, mutual confirmation and mutual restriction", and meet the requirements of openness and systematization of modern vocational education system, we should be guided by the theory of system science, etc. To carry out the following path construction: externally to implement the responsibility of "management, guidance, supervision and service" as the basis, and to carry out the top-level design of the system's "main body, contents, ways and means of ensuring", etc. Vocational colleges and universities should give full play to the role of guarantee subject, perfect the organization mechanism of quality assurance, strengthen the construction of standards and systems, improve the utilization rate of resources, and carry out monitoring and diagnosis. To achieve continuous improvement in the quality of personnel training.
