台湾职业教育产学合作政策变迁:基于倡议联盟框架的分析

【摘要】：在倡议联盟框架的视角下,台湾职业教育产学合作政策变迁受到外部因素(相对稳定因素和外部事件)的影响。以此为背景,台湾职业教育产学合作政策的子系统包含多个倡议联盟,各联盟之间在政策核心信念上存在不一致的问题,其突出表现就是人才培育和技术研发之间的抉择。因此,在明确"产学合作"真正内涵的基础上,明晰"产学合作"的可能性与局限性,厘清职业院校、产业界和政府的职责和义务,强化政策学习以达成政策核心信念的一致是提高产学合作政策成效的关键。
[Abstract]:From the perspective of the framework of the initiative alliance, the policy changes of Taiwan vocational education industry and school cooperation are influenced by external factors (relative stability factors and external events). Against this background, the subsystem of Taiwan's policy of industrial and academic cooperation in vocational education consists of several initiatives and alliances, which have different core beliefs in the policy, and their outstanding manifestation is the choice between talent cultivation and technological research and development. Therefore, on the basis of defining the true connotation of "industrial and academic cooperation", the possibility and limitation of "industrial and academic cooperation" should be clarified, and the duties and obligations of vocational colleges, industries and governments should be clarified. Strengthening policy learning to achieve consistency of policy core belief is the key to improve the effectiveness of industrial and academic cooperation policy.
