拉萨市中等职业教育发展中的政府责任探析

【摘要】：中等职业教育作为职业教育的重要组成部分，承担着为国家培养高素质劳动者的重要任务。与普通教育相比，中等职业教育以培养技能型人才为目的，与地方经济发展有着相辅相成、辩证统一的关系。目前，拉萨正处于经济大繁荣、社会大跨越、产业结构大调整的关键时期，中等职业教育发展面临着前所未有的机遇和挑战。但是受经济、历史、文化、地理、宗教等诸多特有因素的影响，中等职业教育整体发展水平相对缓慢，教学设备相对落后，严重制约着拉萨中等职业教育发展。政府作为发展规划的主要策划者，行政权力的指挥者，公共物品的提供者，，在支持中等职业教育改革和发展地过程中负有重要的责任。但从拉萨市中等职业教育发展的过程来看，政府在拉萨市中等职业教育发展中的责任存在缺位或不到位的现象。因此政府制定切合拉萨市中等职业教育发展特点的相关政策，是摆在政府面前亟待解决的问题。本文从中等职业教育在推动拉萨市经济发展中的地位与作用出发，以公共管理学、行政管理学及人力资源管理学等学科为指导，对拉萨市中等职业教育进行了深入剖析。首先，对目前拉萨市中等职业教育发展的现状及特点进行了阐述，提出了拉萨市中等职业教育在发展过程中政府责任缺失的具体表现；其次，在问题的基础上对政府在拉萨市中等职业教育发展中责任缺失的成因进行了深层次分析；最后，针对拉萨市中等职业教育在发展过程中政府责任缺失表现，紧密结合拉萨市实际特点，借鉴国内外的理论研究成果和实践经验，提出如何完善拉萨市中等职业教育发展中政府责任的对策及建议。
[Abstract]:As an important part of vocational education, secondary vocational education undertakes the important task of training high-quality laborers for the country. Compared with general education, secondary vocational education aims at cultivating skilled talents, and has a dialectical and unified relationship with the development of local economy. At present, Lhasa is in the key period of economic prosperity, social leapfrogging and industrial structure adjustment. The development of secondary vocational education is facing unprecedented opportunities and challenges. But under the influence of economy, history, culture, geography, religion and so on, the overall development level of secondary vocational education is relatively slow and the teaching equipment is relatively backward, which seriously restricts the development of secondary vocational education in Lhasa. The government, as the main planner of development planning, the commander of administrative power and the provider of public goods, has an important responsibility in the process of supporting the reform and development of secondary vocational education. However, from the process of the development of secondary vocational education in Lhasa, the responsibility of the government in the development of secondary vocational education in Lhasa is absent or not in place. Therefore, it is an urgent problem for the government to formulate relevant policies in accordance with the characteristics of the development of secondary vocational education in Lhasa. Based on the status and role of secondary vocational education in promoting the economic development of Lhasa, this paper analyzes the secondary vocational education in Lhasa under the guidance of public management, administrative management and human resources management. Firstly, it expounds the present situation and characteristics of the development of secondary vocational education in Lhasa, and puts forward the concrete manifestation of the lack of government responsibility in the development of secondary vocational education in Lhasa. On the basis of the problem, this paper makes a deep analysis on the causes of the lack of responsibility of the government in the development of secondary vocational education in Lhasa, finally, aiming at the lack of government responsibility in the development of secondary vocational education in Lhasa. Based on the practical characteristics of Lhasa and the theoretical research results and practical experiences at home and abroad, this paper puts forward some countermeasures and suggestions on how to improve the government responsibility in the development of secondary vocational education in Lhasa.
