重庆市职业教育促进农村剩余劳动力转移的对策研究

【摘要】:长期以来,“三农问题”是制约地区经济发展的重要因素。重庆既是是大城市与大农村、大库区与大山区并存的直辖市,又是统筹城乡协调发展的试验区,城乡区域差距大,农业人口比例大。近年来,重庆大量剩余农村劳动力开始向城市转移,但受其自身文化素质低、就业技能低的限制,在城市化进程中处于劣势地位。职业教育有利于推进教育科学发展、促进人口大市成为人力资源强市、加快经济发展方式转变,有利于推进扶贫开发、移民安稳致富和“两翼”农民增收,有利于扩大就业、促进创业、保障和改善民生,确保社会和谐稳定。本文旨在通过研究职业教育发展,提高农村劳动力的生产生活能力,促进农村剩余劳动力转移。 本文主要对重庆市农村剩余劳动力和职业教育发展的进行研究,采用了教育学、经济学的相关理论,运用了调查、比较、分析等方法对问题进行研究,研究了重庆农村劳动力及其转移的现状、职业教育发展的现状,并提出了重庆职业教育促进农村劳动力转移的发展对策。本文共有六章,第一章主要阐述了国内外的相关研究情况;第二章对重庆农村劳动力进行了估算和评估,阐述了农村剩余劳动力的概况及其产生的原因;第三章分析了重庆剩余农村劳动力转移的现状及其问题,提出重庆农村剩余劳动力转移数量大、方式单一、去向多元,但农村劳动力文化素质偏低、思想观念落后、生产生活技能地下影响了转移的稳定性和长期性;第四章引入职业教育,并指出职业教育对促进农村剩余劳动力转移的积极作用,分析重庆职业教育在促进作用中取得的成效和存在的问题。第五章针对重庆职业教育的问题提出要加大宣传,统筹职业教育资源配置,建立现代职业教育体系,加大经费投入,,加强就业服务,进而提高重庆职业教育的整体水平,为地方经济发展更好地服务。
[Abstract]:For a long time, the issue of agriculture, countryside and farmers is an important factor restricting the development of regional economy. Chongqing is not only a municipality directly under the Central Government which coexists between big city and countryside, big reservoir area and big mountain area, but also a test area for coordinated development of urban and rural areas. The gap between urban and rural areas is large and the proportion of agricultural population is large. In recent years, a large number of surplus rural labor force in Chongqing began to transfer to the city, but due to its low cultural quality and low employment skills, it is in a disadvantaged position in the process of urbanization. Vocational education is conducive to promoting the development of education science, promoting the city with a large population to become a strong human resource city, speeding up the transformation of the mode of economic development, promoting poverty alleviation and development, making immigrants stable and rich, increasing the income of peasants on both wings, and expanding employment. Promote entrepreneurship, safeguard and improve people's livelihood, ensure social harmony and stability. The purpose of this paper is to improve the production and living ability of rural labor force and to promote the transfer of rural surplus labor force by studying the development of vocational education. This paper mainly studies the development of rural surplus labor force and vocational education in Chongqing, adopts the relevant theories of pedagogy and economics, makes use of the methods of investigation, comparison and analysis to study the problems. This paper studies the present situation of the rural labor force and its transfer in Chongqing and the present situation of the development of the vocational education, and puts forward the development countermeasures of the vocational education in Chongqing to promote the transfer of the rural labor force. This article has six chapters, the first chapter mainly elaborated the domestic and foreign related research situation, the second chapter has carried on the estimate and the appraisal to the Chongqing countryside labor force, elaborated the countryside surplus labor force general situation and the reason which produced; The third chapter analyzes the current situation and problems of Chongqing surplus rural labor force transfer, and points out that Chongqing rural surplus labor force transfer quantity is large, the way is single, the direction is multivariate, but the rural labor force cultural quality is on the low side, the thought idea is backward. The underground production life skills influence the stability and long-term nature of the transfer. Chapter four introduces vocational education and points out the positive role of vocational education in promoting the transfer of rural surplus labor force. This paper analyzes the achievements and problems of vocational education in Chongqing. The fifth chapter puts forward that we should increase propaganda, coordinate the allocation of vocational education resources, establish modern vocational education system, increase the investment of funds, strengthen the employment service, and then improve the overall level of vocational education in Chongqing, aiming at the problems of vocational education in Chongqing. Better serve for local economic development.
