英国学徒制改革政策分析

【摘要】:新世纪金融危机以来,英国一直将学徒制作为技能开发国家战略的重要内容,颁布了一系列国家技能开发战略性文件,促进了学徒制的大发展。分析英国战略性文件所体现的政策内容发现,英国学徒制改革主要体现在通过界定学徒制内涵规范学徒制内容,通过雇主主导标准开发、学徒制学院建立等措施将雇主置于学徒制的"驾驶席"上,通过提出基本英语、数学和数字技能要求、职业生涯指导的提供,以及包括高等和学位学徒层级的开发促进学生发展,以及通过协议等的签署构建质量保障体系等方面。
[Abstract]:Since the financial crisis of the new century, Britain has been making apprenticeship as an important part of the national strategy of skills development, and has promulgated a series of strategic documents of national skills development, which has promoted the great development of apprenticeship system. Through the analysis of the policy contents embodied in the British strategic document, it is found that the reform of the British apprenticeship system is mainly reflected in defining the connotation of the apprenticeship system and standardizing the content of the apprenticeship system, and developing the employer-led standard. The establishment of apprenticeship colleges and other measures put employers in the "driving seat" of apprenticeships by providing basic English, mathematical and numerical skills, and career guidance. It also includes the development of higher and graduate apprenticeships to promote the development of students, and the construction of quality assurance system through the signing of agreements.
