区域中等职业教育评价指标体系构建研究

【摘要】:随着我国政治经济体制改革的逐步推进以及区域经济发展战略的深入实施,我国的教育管理体制也在逐步实行地方为主。由于职业教育与经济社会的联系最为密切,区域经济的崛起必将引起职业教育的区域化发展。进入21世纪以来,国家更高度重视职业教育工作,把加快发展职业教育特别是中等职业教育作为推动经济发展,促进社会公平,优化教育结构的重大举措。本研究通过收集、归纳、分析和整理影响区域中等职业教育发展的主要因素,来了解中等职业教育系统与区域经济社会发展的协调适应程度,从而尝试构建出适用于区域中等职业教育的综合评价指标体系。本指标体系主要有两方面的用途:一方面通过纵向比较,用于区域的自评自测;另一方面,通过横向比较,寻找发展差距,进而对区域中等职业教育发展水平做出判断,来进一步推动区域职业教育的改革与发展。 依据研究目标,本研究设计的指标体系分为“教育环境”、“教育资源”、“教育结构”和“教育成果”四个领域,称之为一级指标。以此为基础,四个领域被分解成二级指标,继而将二级指标再进一步细分为三级具体指标。对所有三级指标的内涵进行解释,并初步提出各指标的评价标准。由于研究者能力和时间有限,构建的评价指标体系还是初步的,尽管征求了一些专家的意见,但没有进行实际测评,具有一定的局限性,但对于指导各地开展中等职业教育区域性发展水平评估,实施对中等职业教育督导,确定区域性职业教育发展规划,,评价地区职业教育现代化发展进程,以及为区域职业教育发展决策提供参考具有重要的现实意义。
[Abstract]:With the gradual promotion of political and economic system reform and the implementation of the regional economic development strategy, the educational management system of our country is gradually implementing the local administration system. Since vocational education is most closely related to economic society, the rise of regional economy will inevitably lead to the regionalization of vocational education. Since the beginning of the 21st century, the state has attached great importance to the work of vocational education, and has taken accelerating the development of vocational education, especially secondary vocational education, as an important measure to promote economic development, promote social equity and optimize the educational structure. Through collecting, summing up, analyzing and sorting out the main factors that affect the development of regional secondary vocational education, this study aims to understand the degree of coordination and adaptation between the secondary vocational education system and the regional economic and social development. In order to construct a comprehensive evaluation index system suitable for regional secondary vocational education. This index system has two main uses: on the one hand, through longitudinal comparison, it can be used for the self-assessment and self-test of the region; On the other hand, through horizontal comparison, we can find out the development gap, and then judge the development level of regional secondary vocational education to further promote the reform and development of regional vocational education. According to the research goal, the index system is divided into four fields: "educational environment", "educational resource", "educational structure" and "educational achievement", which are called primary index. On this basis, the four fields are decomposed into secondary indicators, and then the secondary indicators are further subdivided into three specific indicators. The connotation of all three-level indicators is explained, and the evaluation criteria of each index are put forward preliminarily. Because of the limited ability and time of the researchers, the evaluation index system is still preliminary. Although some experts have been consulted, but they have not carried out the actual evaluation, it has some limitations. However, in order to guide the regional evaluation of the development level of secondary vocational education, to supervise the secondary vocational education, to determine the regional vocational education development plan, and to evaluate the development process of the regional vocational education modernization, And to provide reference for regional vocational education development decision has important practical significance.
