西部职业教育政策研究

【摘要】:百年大计教育先行,西部开发,教育是基础。其承担着西部发展的重要使命。其中职业教育与经济建设、劳动就业联系最紧密、最直接,与人民群众的生产生活息息相关。普遍提高西部人民的知识水平,提高他们的工作业务水平,必须因地制宜大力发展西部地区特色职业教育。 本文以西部职业教育政策为主要研究对象,分析相关职业政策现实存在的困难,在分析国外欠发达地区职业教育政策经验的基础上,提出适合我国西部发展的职业教育政策建议,在完善政策的同时,实现以职业教育促进西部地区可持续发展的目标。 本文的主要内容包含三个部分。首先,通过引用《中国教育统计年鉴2010》、《中国统计年鉴2010》等数据,采用比较分析法,详细评述了东西部职业教育发展的差异性,,问题感强烈;其次,分析了具有代表性的美国西部职业教育政策与意大利南部地区职业教育政策的内容,通过深入的阐述比较,得出西部职业教育政策制定时应注意教育与培训相结合、发展西部特色职业教育、增加社会参与性、终身教育理念应用于职业教育之中四项关键点;再次,提出完善两套体系解决政策执行问题、推进免费中等职业教育政策的发展、实施西部教师社会保障政策,加强师资队伍建设、完善高等职业教育政策四项建议,从政策内部制定到政策外部执行两方面,推进西部职业教育的发展。
[Abstract]:Education is the basis for the development of the western region. It is undertaking the important mission of western development. Among them, vocational education and economic construction, labor and employment are most closely related, the most direct, closely related to the production and life of the people. In order to raise the knowledge level of the western people and improve their working professional level, it is necessary to vigorously develop the characteristic vocational education in the western region according to the local conditions. This paper takes the western vocational education policy as the main research object, analyzes the difficulties existing in the reality of the relevant vocational policy, and on the basis of analyzing the experience of the vocational education policy in the underdeveloped areas of foreign countries, This paper puts forward some suggestions on the policy of vocational education suitable for the development of western China. While perfecting the policy, it can realize the goal of promoting the sustainable development of the western region by vocational education. The main content of this paper consists of three parts. First of all, by citing the data of China Education Statistics Yearbook 2010 and China Statistical Yearbook 2010, this paper makes a detailed comment on the differences of the development of vocational education in the east and the west, with a strong sense of problem. Secondly, it analyzes the contents of the representative western vocational education policy in the United States and the vocational education policy in the southern part of Italy, and draws the conclusion that attention should be paid to the combination of education and training in the formulation of vocational education policy in the western part of the country. Developing vocational education with western characteristics, increasing social participation, and applying the concept of lifelong education to vocational education are four key points; Thirdly, four suggestions are put forward to solve the problem of policy implementation, to promote the development of free secondary vocational education policy, to implement the western teachers' social security policy, to strengthen the construction of teachers' ranks, and to perfect the policy of higher vocational education. From the internal policy formulation to the external implementation of the policy, to promote the development of vocational education in the west.
