成都市中高职教育衔接不畅的原因及对策研究

【摘要】:近年来,中央和地方都增加了对职业教育的各项投入,职业教育也因此在师资、实训设备等各方面的实力都得以增强,整个职业教育的体系得到了快速推进,为提升企事业一线工人的综合能力、促进地区经济发展、改善目前的就业状况做出了相应的贡献。在这种大背景下,成都市也制定并采取了相应的举措,使职业教育的发展步入了快车道,培养了一大批既具有理论知识、又具有实际操作能力的专门性人才。但成都市职业教育在发展过程中仍面临诸多的问题,如管理体制,培养目标,招考政策导致中高职教育衔接不畅等。为此,本文通过对成都市中高职教育衔接现状的调查研究,发现中高职衔接中存在如下问题:管理体制呈条块状,导致中高职教育脱节;培养目标缺乏层次性,忽略了社会经济发展的需求;招考政策不完善,难以保障中高职教育的顺利衔接;课程设置错位;教学内容重复等方面的问题。而使中高职教育衔接不畅的原因主要有:首先:中高职教育隶属部门不同,其次:中高职教育培养目标定位不准确,第三:招考政策重形式轻内容,第四:中高职教育课程设置由不同部门设定,第五:中高职教育的教学内容缺乏延续性。为了解决上述问题,实现中高职的有效衔接,需从以下几方面着手:一是健全中高职教育衔接的管理体制,为中高职教育有效衔接提供新路径,包括建立中高职的行政管理机构,政府主导中高职学校衔接平台,制定和完善中高职教育衔接的相关管理制度。二是确立培养目标的依据,制定培养目标的程序,并准确表述出培养目标。三是改革高职院校的招生考试政策,促进中高职教育顺畅衔接。四是确立中高职课程衔接的总要求,构建中高职间一体化课程,树立正确的职业教育课程观,明确课程衔接主线,实施分层教育,在技能训练和技能等级上确保升入高职的中职学生能得到较好地提升。五是实施一体化的教学计划,建立多元化的教学质量评价标准,并在市级层面成立一个专门机构,协调中高职教育衔接问题,等等。
[Abstract]:In recent years, the central and local governments have increased their investment in vocational education, and vocational education has thus been strengthened in terms of teachers, practical training equipment, and so on, and the entire vocational education system has been rapidly promoted. In order to improve the comprehensive ability of enterprises and institutions workers, promote regional economic development, improve the current employment situation to make a corresponding contribution. Under this background, Chengdu has also formulated and taken corresponding measures to make the development of vocational education enter the fast lane and cultivate a large number of professionals who have both theoretical knowledge and practical ability. However, in the process of development of vocational education in Chengdu, there are still many problems, such as management system, training goal, recruitment policy and so on. Therefore, through the investigation and study of the current situation of the linking up of higher vocational education in Chengdu, we find that there are some problems in the connection of middle and high vocational education: the management system is a block, which leads to the disconnection of the middle and higher vocational education; The training goal is lack of hierarchy, neglecting the demand of social and economic development; the policy of recruiting examination is not perfect, it is difficult to ensure the smooth connection of middle and high vocational education; the course arrangement is misplaced; the teaching content is repeated and so on. The main reasons for the poor connection between secondary and higher vocational education are as follows: first, the secondary higher vocational education is subordinate to different departments; secondly, the orientation of the training objectives of the secondary higher vocational education is not accurate; the third is that the recruitment policy emphasizes the form of the entrance examination and the content less than the content. Fourth, the curriculum of higher vocational education is set by different departments, and the fifth is the lack of continuity of teaching content. In order to solve the above problems and realize the effective connection of the middle and higher vocational education, we should start from the following aspects: first, we should perfect the management system of the middle and higher vocational education, and provide a new way for the effective connection of the middle and higher vocational education. It includes setting up the administrative organization of the middle and higher vocational education, leading the linking platform of the middle and higher vocational schools by the government, and establishing and perfecting the relevant management system of the middle and higher vocational education. The second is to establish the basis of training goals, to establish the process of training goals, and to accurately express the training goals. Third, reform the policy of enrollment examination in higher vocational colleges and promote the smooth convergence of higher vocational education. The fourth is to establish the general requirements of middle and higher vocational curriculum convergence, to construct the integrated curriculum, to establish a correct concept of vocational education curriculum, to define the main line of curriculum convergence, and to implement stratified education. In skill training and skill level to ensure that the promotion of secondary vocational students can be better promoted. Fifth, it is necessary to implement the integrated teaching plan, establish a diversified evaluation standard of teaching quality, and set up a special organization at the municipal level to coordinate the problems of linking up the middle and higher vocational education, and so on.
