葡萄牙现行学前教育政策述评

【摘要】：学前教育是葡萄牙基础教育的第一阶段,但不是义务制。近年来,为加快学前教育的普及,葡萄牙政府一方面重视发挥私立幼儿园的作用,另一方面则以农村为重点扩大公立幼儿园网,并大幅度地增加学前教育投入,不仅全额资助公立幼儿园,还大幅度地资助非营利性私立幼儿园。目前,政府承担约85%的在园幼儿的教育费用,全国学前幼儿的净在园率已达78%。同时,葡萄牙已把学前新教师的学历要求提高到了硕士。
[Abstract]:Preschool education is the first stage of basic education in Portugal, but not compulsory. In recent years, in order to accelerate the popularization of pre-school education, the Portuguese Government, on the one hand, attaches importance to the role of private kindergartens, on the other hand, focusing on rural areas, has expanded the network of public kindergartens and substantially increased the investment in pre-school education. Not only fully funded public kindergartens, but also substantially funded non-profit private kindergartens. At present, the government is responsible for about 85% of the education cost of preschool children, and the net kindergarten rate of preschool children in China has reached 78%. At the same time, Portugal has raised the qualifications of new pre-school teachers to masters.
