民办学前教育政府规制的机理、问题与出路——以河南省为例

【摘要】：民办学前教育的政府规制包括经济性规制和社会性规制。民办学前教育政府规制面临经济性规制不足、社会性规制不完善等问题,包括准入机制不完善、退出机制缺失、价格机制失灵、投资机制不畅通、财务会计规制滞后、安全卫生隐患突出、质量规制失灵等。应从强化准入机制、加强安全卫生监管等方面加以改进。
[Abstract]:The government regulation of private preschool education includes economic regulation and social regulation. The government regulation of private preschool education faces some problems, such as inadequate economic regulation and imperfect social regulation, including imperfect access mechanism, lack of exit mechanism, failure of price mechanism, lack of smooth investment mechanism, and lagging of financial accounting regulation. The hidden danger of safety and health is prominent, the quality regulation is out of order and so on. It should be improved from the aspects of strengthening access mechanism, strengthening safety and health supervision and so on.
