多元利益格局下的城市流动儿童教育问题研究

【摘要】：城市流动儿童教育问题是我国在工业化、城市化进程中所出现的事关国家、社会、家庭的社会性问题。在现行的"以县为主"的义务教育投入机制的框架下,采取"两为主"的原则解决数量如此巨大的城市流动儿童在流入地接受义务教育的问题,势必会触及到地方政府的利益,使政策受到影响,加大政策实施成本。要保证国家有关城市流动儿童教育问题政策、措施的有效性,就必须综合权衡各方的利益,并以此为基础调整国家义务教育投入和管理政策。
[Abstract]:The education of floating children in cities is a social problem concerning the country, society and family in the course of industrialization and urbanization. Under the framework of the current "county-oriented" compulsory education investment mechanism, the adoption of the "two-oriented" principle to solve the problem of receiving compulsory education in such a large number of urban floating children will inevitably touch the interests of local governments. The policy is affected and the cost of policy implementation is increased. In order to ensure the effectiveness of the national policy on the education of urban floating children, it is necessary to balance the interests of all parties and to adjust the national compulsory education investment and management policy on this basis.
