【摘要】:房地产行业是我国国民经济的重要支柱,国家通过出台各项政策调控房地产市场的发展。近年来,房地产开发建设规模不断扩大,房价持续上涨,截止2016年下半年,大部分城市房价仍稳中有升。房地产开发建设需要大量资金,一般情况下,开发商会向银行或其他金融机构贷款以维持项目建设和运营。银行或其他金融机构看准时机,为房地产开发行业提供金融贷款服务。地产贷款业务给银行等金融机构带来利润的同时,也带来了巨大的风险。开发商的建设能力与财务状况各不相同,外加经济发展规律与国家政策等相关外在因素影响,很大程度上会给还款带来一定风险。如何预测及评估风险,如何响应与控制风险,是本文所要研究的内容。D公司与XX集团就“XX-花开四季”项目展开首次合作,贷款数额较大,项目管理因素众多,风险管理难度较高。本文就该项目风险管理展开研究,包括以下几个部分:第一部分,从整体上给出本文的研究背景、研究意义、国内外研究现状,以及项目管理的相关理论知识。第二部分,主要阐述项目风险管理相关理论,主要包括项目管理和项目风险管理。第三部分,主要阐述XX集团贷款项目存在的风险,从XX集团及项目概况等方面评估风险,包括经营管理、业务操作、财务、欺诈、骗贷等方面风险;从外部看,主要有国家政策变化与经济发展规律制约等方面风险。第四部分,通过对XX集团贷款项目风险分析,从深层次角度给出风险成因。长春D公司管理与操作因素是项目风险的内部成因;国家对房地产行业政策调整和经济发展规律变化是外部成因;XX集团经营管理因素是影响偿债能力的最主要因素,是偿债风险产生的决定性因素。对项目风险成因分析有助于风险控制措施制定。第五部分,是本文重点研究部分,D公司从贷前、贷中、贷后对整个过程进行动态管理,严格审批流程与审查程序,信用调查、审批程序、风险控制等贯穿项目管理的全过程。全程监督,有效降低风险,使项目目标顺利实现。第六部分,阐述XX集团贷款项目风险控制措施的保障。D公司与XX集团对合作项目管理是项目顺利进行的必要保障;XX集团稳定的财务状况是偿债能力的有效保障;项目风险管理关键依赖于人的管理,人力资源是XX集团贷款项目风险管理的基础性保障。第七部分,是对全文的总结,总结双方合作项目风险控制;展望D公司发展前景,希望对D公司有一定借鉴意义。
[Abstract]:The real estate industry is an important pillar of our national economy, and the state has introduced various policies to regulate the development of the real estate market. In recent years, the scale of real estate development and construction has been expanding continuously, and the house price continues to rise. By the second half of 2016, the house prices in most cities are still rising steadily. The development and construction of real estate needs a lot of funds. In general, developers will lend to banks or other financial institutions to maintain the construction and operation of the project. Banks or other financial institutions can provide financial loan services for the real estate development industry. The real estate loan business brings profits to banks and other financial institutions. It also brings great risks. The development capacity of the developer is different from that of the finance. Besides the influence of the external factors such as the economic development rule and the national policy, it will bring a certain risk to the repayment to a large extent. How to predict and evaluate the risk, how to respond to and control the risk is the content of this article. D company and XX group for the first time "XX- bloom four seasons" project for the first time, the loan amount is large, the project management factors are numerous, the risk management is more difficult. This paper studies the risk management of the project, including the following parts: the first part gives the research background, research significance, research status at home and abroad, and related theoretical knowledge of project management. The second part mainly expounds the related theories of project risk management, including project management and project risk management. The third part mainly expounds the risk XX group loan project, risk assessment from the XX group and the general situation of the project and other aspects, including business management, business operations, financial fraud, etc., Piandai risk; from the outside, the main aspects of national policy changes and economic development law of control risk. The fourth part, through the XX group loan project risk analysis, from the deep point of view of the risk causes. Management and operation Changchun D company is the internal causes of project risk; changes of national adjustment of the real estate industry policy and economic development are external causes; management factors of XX group are the main factors to influence the solvency, solvency risks is a decisive factor. The analysis of the cause of the project risk contributes to the formulation of risk control measures. The fifth part is the key part of this paper. D company dynamically manages the whole process from loan, loan and loan, strictly examines and approvals process and review procedure, credit investigation, approval process, risk control and so on throughout the whole process of project management. The whole course supervision can effectively reduce the risk and make the project goal successfully realized. The sixth part, the protection of the risk control measures of the XX group loan project. D company and XX group is necessary to ensure the smooth progress of the project on the cooperation project management; XX group, stable financial status is the effective guarantee of solvency; project risk management plays a key role in the management of people, human resources is the basic guarantee of XX group loan project risk management. The seventh part is a summary of the full text, summarizes the risk control of the two sides, and looks forward to the development prospect of D company, and hopes to have some reference for D company.
